Chester Township in Morris County has 15,789 acres in the Preservation Area and 2,906 acres in the Planning Area of the Highlands Region. The municipality submitted a Petition for Plan Conformance for both areas, which was approved by the Highlands Council on October 21, 2010. This page contains links to documents related to the Township’s conformance with the Highlands Regional Master Plan. Chester Township is requesting an adjustment to the Highlands Regional Master Plan Land Use Capability Zone Map to modify part of an existing area of the Protection Zone to Existing Community Zone. The proposed Map Adjustment would allow for a 100% affordable housing project. The Highlands Council Review and Recommendations Report (below) was available for Public Comment between March 2 and April 2, and will be considered at an upcoming Highlands Council meeting. A public comment period was held from September 30 through October 14, 2010 and announced by public notice. Comments received and Highlands Council responses are included in the Comment/Response document in the section above. The following documents constitute the municipality's final submission to the Highlands Council and include the Final Draft Consistency Review and Recommendations Report prepared by Highlands Council staff for Highlands Council consideration of the full Petition.
