ATTORNEY GENERAL'S SHOOTING RESPONSE TEAM INVESTIGATES CAMDEN CITY SHOOTING INCIDENT

     Camden – The Attorney General's Shooting Response Team is conducting an investigation into the circumstances surrounding a shooting incident that occurred in Camden City at approximately 9:40 p.m. on Tues., March 23.

     The preliminary investigation has determined that members of the Camden Anti-Crime Partnership were conducting an undercover anti-drug operation in the 600 block of State Street in Camden City in the early evening hours of Tues., March 23. As part of the undercover operation, two State Police detectives were approached by two males, at least one of whom was armed with a handgun, in an apparent robbery attempt. A shot was fired by one of the detectives which struck one of the armed suspects. The second suspect fled on foot and is the target of an intense city-wide manhunt. The at-large suspect, considered armed and dangerous, has not been apprehended or identified at this time. A loaded .44 caliber handgun was located at the scene. The decedent, tentatively identified as a 25 year-old resident of Camden City, was transported to Cooper Medical Center where he was pronounced dead at 9:52 p.m. An autopsy of the deceased is scheduled to be performed later today by the State Medical Examiner's Office.

     The Attorney General's Shooting Response Team has identified the two state troopers involved in the shooting as Det. James Carnival and Det. II John Donegan. Carnival enlisted in the State Police in November 1998, and Donegan in September 1994. Both detectives are assigned to the Camden Anti-Crime Partnership.

     The incident remains under investigation by the Attorney General's Shooting Response Team. Under an Attorney General directive, the Attorney General's Shooting Response Team, made up of Deputy Attorney's General and state investigators from the Division of Criminal Justice and detectives from the State Police Major Crime Unit, are dispatched to the scene to conduct the investigation. The Attorney General's Shooting Response Team also receives investigative and administrative support from county prosecutor's offices. The Camden County Prosecutor's Office is participating in the Attorney General's Shooting Response Team investigation.

     Pursuant to State Police policy, Detectives Carnival and Donegan have been assigned to administrative duties for at least 30 days.

     The Camden Anti-Crime Partnership is comprised of the New Jersey State Police, Camden County Prosecutor's Office, Camden County Sheriff's Department, Camden City Police Department, DRPA Police Department, and the New Jersey Transit Authority Police Department.
