Description: The Division of Criminal
Justice proposes to amend the State Body
Armor Fund Program rules, N.J.A.C. 13:80A.
These rules govern the grant program, which
offers funding to local and certain State
law enforcement and correctional agencies
to offset the costs of purchasing body armor
vests for eligible officers. The program
is supported by the Body Armor Replacement
Fund, a non-lapsing revolving fund financed
through a $1 fee assessed on convictions
for motor vehicle and traffic offenses and
on forfeitures of bail. See N.J.S.A. 52:17B-4.4.
The Division of Criminal Justice proposes
to amend the rules to allow it flexibility
to issue grants on a calendar year basis.
Currently, the regulations require grants
to be issued annually based on the State’s
fiscal year, which ends on June 30th.
