The Board Chairman shall designate a custodian of all government  records under the control of the agency in accordance with P.L.1963, C. 73 (c.47.1, A-1) as amended.  It shall be the responsibility of the custodian to see that all government records and statistical information related to claims be readily available for inspection, copying or examination by citizens of this state. 

1. The files by the Board that relate directly to the handling of any claim for compensation filed by a victim/claimant shall be considered confidential and shall not be open to inspection by  any person unless authorized by law or court order.
