Abstract:
This dataset contains the boundaries of Designated and Proposed Centers of the NJ State Development and Redevelopment Plan (NJSDRP). Centers are the NJSDRP's preferred vehicle for accommodating growth. A Center's compact form is considerably more efficient than sprawl, providing opportunities for cost savings across a wide range of factors. Compact form also translates into significant land savings. A Center's development form and structure, designed to accommodate diversity, is also more flexible than single-use, single-purpose sprawl, allowing Centers to evolve and adapt over time, in response to changing conditions and markets. Centers promote community, protect the environment, provide enhanced cultural and aesthetic experiences, and offer residents a superior quality of life.Designated Centers are those that have been approved by the NJ State Planning Commission, while Proposed Centers are preliminary in nature and usually change upon Designation. Center locations were determined through a process called "Cross-acceptance," in coordination with other state, county and local entities. Refer to the NJSDRP for further description of the geographic nature of Centers.
Purpose:
The Centers file was created to help implement the goals of the New Jersey State Plan. It is used for making maps illustrating the NJSDRP, for analyzing the NJSDRP and for comparing to other GIS files and mapping. The State Plan is not itself a regulation but a statement of State policy that has been adopted by the State Planning Commission pursuant to statute to guide State, regional and local agencies in the exercise of their statutory authority.

Digital orthophotography of New Jersey in NJ State Plane Coordinate System NAD83 Coordinates, U.S. Survey Feet. The aerial photography of New Jersey was captured in March and April 2012. Multi-spectral digital orthophotography was produced at a scale of 1:2400 (1"=200') with a 1 foot pixel resolution for the entire state, totaling approximately 8,162 square miles..Digital orthophotography combines the image characteristics of a photograph with the geometric qualities of a map. Each digitized perspective aerial photograph is rectified for camera lens distortion, vertical displacement caused by terrain relief and variations in aircraft altitude and orientation.

Source_Contribution:
The statewide composite of parcels (cadastral) data for New Jersey was developed during the Parcels Normalization Project in 2008-2014 by the New Jersey Office of Information Technology, Office of Geographic Information Systems (OGIS). The normalized parcels data are compatible with the New Jersey Department of Treasury MOD-IV system currently used by Tax Assessors. This composite of parcels data serves as one of New Jersey's framework GIS data sets. Stewardship and maintenance of the data will continue to be the purview of county and municipal governments, but the statewide composite will be maintained by OGIS.
Multiple temporal iterations of this file have been used over the years. Elements of older, less precise boundaries exist in the file.

Process_Description:
Through the Cross-acceptance process, a series of 1:24000 film USGS quadrangle registered maps defining the Center boundaries of the New Jersey State Development and Redevelopment Plan was created. Locations of the boundaries were originally refined using hardcopy orthophotouquads as produced by Markhurd Corp (1986). Later boundaries were digitized using digital orthophotos at 3-meter resolution (1991), and later still, using 1995 digital orthophotos at 1-meter resolution from USGS.

NEW JERSEY DEPARTMENT OF STATE, OFFICE FOR PLANNING ADVOCACY END USER LICENSE AGREEMENT.NOTICE TO USER: THIS IS A CONTRACT. USE OF THE ACCOMPANYING DATA AND/OR SOFTWARE MEANS THAT YOU ACCEPT ALL THE TERMS AND CONDITIONS OF THIS AGREEMENT. If you do not agree with the terms and conditions of this Agreement, erase your copy or return the software and/or data to The New Jersey Office for Planning Advocacy(OPA) without using or copying it in any way. The End User is defined as any person or organization receiving these files directly from OPA. OPA grants to the End User a license to use the software, data and documentation provided the End User agrees to the following: I. LIMITED WARRANTY: Notwithstanding the special conditions regarding the subject data specified in part III of this licensing agreement, the Office for Planning Advocacy makes no representations of any kind, including but not limited to the warranties of merchantability of fitness for a particular use, nor are any such warranties to be implied, with respect to the digital software and data furnished. The Office for Planning Advocacy assumes no responsibility to maintain them in any manner or form. II. TERMS OF AGREEMENT: The data received from OPA is to be used solely by the End User and will not be reproduced or redistributed for use by anyone else, without first obtaining permission from OPA. III. SPECIAL CONDITIONS: The delineations been produced and released by the New Jersey Office for Planning Advocacy. The boundaries reflect delineations as of the date the files are posted on our website: www.nj.gov/state/planning. Any map changes accepted in the interim are not reflected in these delineations. Due to the complex nature of this mapping and the relationship of all of the individual parts of the mapping, questions regarding the the file should not be resolved by or even considered using mapping alone. For this reason, any questions relating to the mapping for the State should be directed to OPA. The information has been delivered in a standard format. OPA assumes no liability for inability of the End User to use the data/software for any financial damages caused by such an inability. OPA agrees, however, to assist in resolving any problems in using the software or data and to reproduce the data if necessary.
