For Current Technical Proposals

Question 1: On page 3 of the solicitation, third paragraph, it states, "As part of the proposal, firms should submit a 5 page firm summary listing the firm's description of services, list of similar projects, organization chart, and contact information. Other than a requirement for an organization chart, these items are not mentioned anywhere in the solicitation (including the key issues and critical problems). Please clarify.


Answer 1: As per the solicitation, the contract is NOT with the NJDOT and the designer, but with the LPA and the consultant selected. The five page bio will be used as a tool for the LPA to review and understand the firm capabilities. NJDOT will post this bio as a link on the NJDOT website once the pool is posted on the website. This five page bio will NOT be rated as part of the proposal.


Question 2: On Page 7 of the solicitation-Environmental Documentation, there is no mention of completing the NEPA document. Are we to assume that this will be done by NJDOT in-house staff?


Answer 2: Firms will not ultimately be responsible for complete the CED document. However, some tasks or supporting studies will be necessary. Consultants will also be responsible for doing the permit applications for the projects.

 

Question 3: Section 9-Team Leader/Key Staff Qualifications-Can a single person be used to meet the requirements of the Pavement Design and Geotechnical Engineering Team Leaders?


Answer 3: Yes, the same individual can be utilized as multiple team leads.

 

Question 4: Can the same person function as the Traffic Engineering Team Leader and Transportation Planning Team Leader?


Answer 4: Yes.

Question 5: Can the Project Manager also be proposed as the Community Involvement Team Leader?


Answer 5: Yes.

 

Question 6: Can the organization chart be submitted on 11” by 17” paper?


Answer 6: Yes.

 

Question 7: Do all the anticipated subconsultants need to identified as part of the submittal? If yes, will all pertaining information (contact information, firm’s services, list of similar projects, etc.) for each subconsultants be required?


Answer 7: All subconsultants proposed as a Task Leader must provide the necessary documentation or each section.


Question 8: Is only a 5-page firm summary required or is both a 5-page firm summary required plus a full technical proposal?

Answer 8: The entire proposal should be submitted along with a five page writeup. See question #1 as for the five page writeup.

 

Question 9: Solicitation states that multiple selections will be made from Technical Proposals received. Can NJDOT give an approximation of how many selections will be made?

Answer 9: No we cannot predict this. It will ultimately up to the LPA’s to choose from the selected pool.

 

Question 10: If we submit a Technical Proposal as a Prime Consultant, can we also serve as a sub-consultant to other Prime firms?

Answer 10: Yes.

Question 11: Can the same individual be listed as task leader for more than one primary task?

Answer 11: Yes.

 

Question 12: Can a Bachelor of Technology in Transportation with a NJ PE License fulfill the BS in Engineering requirement for Utility Team Leader?

Answer 12: It is a business decision of your firm to propose the most qualified individual for the Project Manager and/or Key Staff team leader. Specific education and experience substitution questions for Project Manager and Key Staff positions cannot be addressed during the solicitation process, because each project is different, the solicitation provides the stated requirements, and if an answer were supplied it could inadvertently be considered as receiving a “pre-score” for the position before the closing date of the technical proposal submission.

 

Question 13: Considering the 5-page firm summary of just the firms selected to be in the pool of consultants will be posted on the Department’s website, why is it required from all firms at the proposal stage? Would the Department consider removing that requirement and request it of the firms they select for the pool, since it is not being rated as part of the proposal?

 

Answer 13: We require them up front to ensure they are provided in a timely manner as there is lots of interest from our local public agencies in utilizing the design assistance program.

 

Question 14: How many firms does the Department anticipate selecting for the pool of consultants?

 

Answer 14: The pool will be made up of all firms that score within 5% of the top score.

 

Question 15: Will a BS in Mechanical Engineering equal as a BS in Civil Engineering for the Hydraulics & Hydrology Task Leader requirements?

 

Answer 15: It is a business decision of your firm to propose the most qualified individual for the Project Manager and/or Key Staff team leader. Specific education and experience substitution questions for Project Manager and Key Staff positions cannot be addressed during the solicitation process, because each project is different, the solicitation provides the stated requirements, and if an answer were supplied it could inadvertently be considered as receiving a “pre-score” for the position before the closing date of the technical proposal submission.

 

Question 16: Please clarify whether 5 page firm summary should be provided for the entire project team (prime and all subs); or, would the prime and each sub provide a 5 page firm summary individually?

 

Answer 16: The five page summary should include the prime and supporting staff. Firms are not allowed to submit multiple five page summaries for the prime and each sub.

 

Question 17: Please clarify whether CERTIFICATION OF NON-INVOLVEMENT IN PROHIBITED ACTIVITIES IN IRAN should be provided only for prime, or for all firms on a team.

 

Answer 17: This should be submitted for the Prime only.

 

Question 18: Should the project description read “Transportation Alternatives 2018 Design Assistance Program?" as opposed to 2016?

 

Answer 18: No.
