For Current Technical Proposals

Questions will be accepted up to question cut-off date noted in the technical proposal.

Technical Proposal


TP-183


Question 1: The evaluation criteria lists a range of 1-3 projects for each Team Leader resume; however, the instructions indicate on page 3 that three (3) projects shall be listed for each Team Leader to show the appropriate experience. Will three projects per Team Leader be permissible?

Answer 1: The Instructions for Section 10 should have said up to three (3) similar projects. The number of projects for each team leader are listed below each primary task. For instance, Roadway Design Three projects; Pavement Design One project; Utility Engineering Two projects.

 

Question 2: For the evaluation criteria in section 10, for Geotechnical Engineering, is the key experience required to be covered by maximum of two projects OR both projects needs to have all the listed key experience?

 

Answer 2: The team leader needs to show that they have experience in all of the criteria listed. That can be accomplished by meeting some criteria in one project and the remaining criteria in another project.

 

Question 3: Would it be allowable for the same person to serve as the Pavement Design Team Leader and Geotechnical Engineering Team Leader?

 

Answer 3: Yes, provided that the applicant can meet the requirements of each specific area, by degree, license, time and experience.

 

Question 4: Have any updated traffic counts and/or traffic analysis been conducted since the Preliminary Design Submission in 2009? If so, can the updated data and analysis be provided?

 

Answer 4: Yes, additional traffic counts and analysis were conducted. The file has been posted on BidExpress.

 

Question 5: Will the Department consider extending the due date for responses by a week in order to allow evaluation of the new traffic posted in response to Question 4?

 

Answer 5: The closing date has been extended by 1 week.

 

Question 6: Are there any other project deliverables received by NJDOT for the project between 2009 and the RFP date that can be made available to all consultants for consideration (i.e. Revised PPA concepts / designs, Correspondence with Local Officials / Federal Highway et. al.)?

 

Answer 6: There are no revised PPA concepts or designs.  There has not been any additional coordination with FHWA except to agree that NJDOT can move forward with the project again.  There is however, additional traffic data that was collected. This file has been posted.
