For Current Technical Proposals

Technical Proposal


TP-189

Question 1: It appears that the RFP requires business registration form, pay to play form, ownership disclosures, and IRAN form. However, when following the links, there appear to be several other forms. I would like to confirm that other than the proposal these are the only other forms required.

 

Additionally, the pay to play form, Chpt 51, is not downloading correctly. Can you forward a PDF of this form?


Answer 1: The required forms from the Treasury webpage are the Ownership Disclosure, Disclosure of Investments in Iran, and the Two-Year Ch51/Executive Order 117 Vendor Certification and Disclocure of Political Constributions forms. A Business Registration is also required. At the time of proposal submission only the prime consultant needs to submit these four forms.

 

Question 2: Part 3 Section 5 indicates 3 projects should be listed for the PM and Section 6 indicates up to 8 years. Please confirm that the resume will indicate number of projects. The instructions for Section 6 should indicate number of projects, not years of experience.

 

Answer 2: We are looking for three projects within 8 years, not 8 years of experience.

 

Question 3: On Page 2 of the Solicitation, where it says “Only one (1) technical proposal submission is allowed per firm (no teams) unless otherwise noted on page one (1) of this solicitation”. 

 

Can you clarify what this mean by “no teams”?

 

Answer 3: "No Teams" means that only one propsoal can be submitted per prime consultant.

 

Question 4: The solicitation in the Right of Way Term Agreement Instructions states in multiple places that “the NJDOT Consultant Contract Manager has listed all of the Primary tasks”….  Can you please confirm that the two primary tasks for this solicitation are relocation and negotiation, as listed on the Part 4 form, page 4 of 6?

 

Answer 4: Primary tasks are relocation and negotiation, secondary tasks are noted in scope and may be used if the consultant subcontracts or has staff able to perform the tasks.
