For Current Technical Proposals

Question 1: Some of our key team leaders do not have access to their college diplomas. Will the NJDOT consider waiving this requirement?

Answer 1: This requirement cannot be waived.

Question 2: Would NJDOT consider accepting a number of years of experience instead of the CISCO Certified Design Professional Certification?


Answer 2: Yes, in lieu of CISCO certification, 10 years of System Integration experience will be accepted.

 

Question 3: In Section 9, there is no Surveying Team Leader, but in Section 10, there is. Should the Surveying Team Leader be deleted from Section 10.

Answer 3: The Surveying Team Leader should be deleted from Section 10.

 

Question 4: Also in Section 10, under the Roadway Design Team Leader, there is a requirement for this Team Leader to "prepare ROW Maps (ETM, GPPM, ITM) with Parcel Descriptions." Should this be deleted?

Answer 4: The requirement to prepare ROW Maps with Parcel Descriptions should be deleted under the Roadway Design Team Leader in Section 10.

 

Question 5: System Integrator Qualifications require CCDP certification. CCDP or CCNA certifications are for Network Engineers. Network related configurations are performed by NJDOT IT and OIT.  ITS System integrators don’t need CCDP or CCNA certifications. NJDOT has added Network Engineer qualifications to ITS System Integrator qualification. We are requesting NJDOT to waive CCDP requirement for System Integrator qualification.

Question 6: Will a CCNP certification be acceptable in place of the CCDP certification?

 

Answer 6: A CCNP can be substituted for a CCDP with 3 years of System Integration experience.

 

Question 7: The RFP solicitation and evaluation provides conflicting messages and requires clarity. The solicitation section of the RFP states that the “System Integrator will be the point of contact for integrating individual ITS facilities in all TSM related projects during Construction. The role will be based on acting as a liaison between the Contractor’s System Integrator along with the RE and applicable TSM staff”. Typically, this role is fulfilled by the Project Manager, who is the single point of contact between NJDOT and the Consultant team. Please clarify if you are looking for the Project Manager and the Systems Integrator to be the same person/role?

 

Answer 7: System Integrator will be the team leader for System Integration work and is not to assume the role of the PM who will be managing all the Team Leaders and the overall agreement.

 

Question 8: Please clarify the need/requirements for Systems Integrator as mentioned in the RFP evaluation section. The qualification and experience requested in the RFP under Systems Integrator are that of a Network Engineer. Do you want a Network Engineer to be your “liaison” or is that the role of the Project Manager/Systems Integrator? Can the Project Manager serve as the Systems Integrator?

 

Answer 8: See responses to Question Nos. 2 and 7.

 

Question 9: The Network Engineer or (Systems Integrator on this RFP) qualifications reads” “Experience with NJDOT ITS projects and use of Regional ITS Architecture”. Would experience with other Regional ITS Architecture” meet NJDOT requirements?

 

Answer 9: Yes, that it is satisfactory as long as it is the same size and scope.

 

Question 10: Part 4, Section 9, under qualifications there are several places that list a degree (example BS or Masters in Civil/Electrical Information Technology) and then states “provide a copy”. In lieu of providing a copy of a diploma, is it acceptable to list the team leader’s education in the qualifications box and resume to meet this requirement?

 

Answer 10: No.

 

Question 11: The Network Engineer/Systems Integrator qualification asked for CCDP certification, which requires a 3-5 years of experience. We assume that a higher level certification of CCIE (an expert level) which requires 7+ years certification is acceptable? Is that correct?

 

Answer 11: Yes, it is acceptable.
