 TRENTON – State
Treasurer John E. McCormac announced today that New Jersey’s
State budget presentation has earned top honors – for the 14th
year in a row -- from the Government Finance Officers Association (GFOA)
of the United States and Canada.
The
GFOA announced this month that the State of New Jersey has received
the Distinguished Budget Presentation Award for its FY 2004 Budget.
In addition, Treasury’s Office of Management and Budget (OMB),
as the individual agency primarily responsible for the budget, has
been awarded a Certificate of Recognition for Budget Preparation. The
GFOA’s Distinguished Budget Presentation Awards Program is
the only national awards program in governmental budgeting. “This award continues a proud and consistent record of excellence
in how OMB assembles, manages and presents New Jersey’s State
Budget,” said Treasurer McCormac. “Under the leadership
of OMB Director Charlene Holzbaur, New Jersey presents a budget that
is a comprehensive, user friendly guide to the administration’s
fiscal balance sheets and policy priorities. OMB continues to set the
standard of distinction for governments throughout North America,” said
McCormac. According
to the GFOA, this award “is a significant achievement,
reflecting the commitment of the governing body and staff to meeting
the highest principles of government budgeting.” In order to
receive the budget award, New Jersey had to satisfy nationally recognized
guidelines for effective budget presentation in making the spending
plan a policy document, a financial plan, an operations guide and a
communications device. Budget documents must be rated “proficient” in
all four categories to receive the award.
