 TRENTON -- State Treasurer John E. McCormac and Taxation Division Director Robert K. Thompson announced today that New Jersey will begin developing the Property Assessment Management System (PAMS), a statewide, online database that will help towns operate more efficiently and provide up-to-the-minute property assessment information. PAMS will be a centralized, web-based system that will be used by all levels of government in New Jersey to execute property-related business functions. The system will create a centralized database of all real property in New Jersey that will include sales information and analysis, appeals scheduling and tracking and billing and reporting for tax collections. The new system will replace the MOD IV system, which has been used by the Division of Taxation for more than two decades.
"PAMS will save money, make processing easier and provide a state-of-the-art resource for assessors, collectors, and county tax Administrators," said McCormac. The MOD IV is widely considered to be an antiquated and cumbersome technology that requires local government users to contract with one of 14 state-certified data centers for tax and assessment services. The Treasurer estimated that once fully implemented, local governments will save between $10 million to $15 million per year in MOD IV costs.
By making the system web-based, the database will be accessible to government taxation employees at any location. The system will eliminate duplication by providing information and forms online instead of requiring manual forms.
PAMS is scheduled to first be implemented in three counties -- Camden , Hunterdon and Salem -- by the end of calendar year 2007, then statewide thereafter.
