Sales and Use Tax Review Commission

The Sales and Use Tax Review Commission met on Wednesday, December 10, 2014 at 10 a.m. via a telephone conference call-in and in the Tenth Floor Small Conference Room in Division of Taxation located at 50 Barrack Street, Trenton, New Jersey.

The Commission members present were: Michael Bryant, Deborah R. Bierbaum, Cuellar, Brandes, B. Stephan Finkel, Susan A. Feeney, Warren Goode, McNally, and Alan J. Preis. In addition, the executive secretary El-Rhonda Williams Alston and deputy attorney general Duffy were in attendance. James Appleton and Rafael E. Cuellar were not in attendance.

S-1738 Authorizes creation of urban enterprise zones in Garfield, Harrison and Keansburg as well as a joint urban enterprise zone in Cliffside Park and Fairview.
S-1731 Authorizes creation of 33rd urban enterprise zone in Borough of Seaside Heights.
S-2509 Changes State assistance to urban enterprise zones over seven years by increasing reduced sales tax in enterprise zones and dedicating increase to zone municipalities.
S-1799 Eliminates imposition of sales and use tax on charges for initiation fees, membership fees, or dues for access to or use of certain health and fitness clubs and organizations.
S-1749 Provides sales and use tax rebate for certain purchases made by businesses affected by Hurricane Sandy.
A-3126 Requires certain common areas and facilities of assisted living facilities to be generator ready; provides related tax relief.
A-3220 Provides sales and use tax exemption for certain energy products and services used for consumption at certain manufacturing facilities.
A-3609 Provides sales and use tax exemption for sales of certain game birds to certain persons licensed to operate semiwild shooting preserves.
A-3643 "Innovate New Jersey Act"; establishes tax-free business incubators at institutions of higher education.
A-3856 "Innovate New Jersey Act"; establishes tax-free business incubators at institutions of higher education.
