A regular meeting of the Merit System Board was held on
Wednesday, June 26, 2002, in Trenton, New Jersey.
PRESENT: Chairwoman Ida L. Castro, Merit System Board
Members, Alan Dexter Bowman, Margaret E.L. Howard and Robert
J. Long; Barbara Stoop, Deputy Attorney General; and Henry
Maurer, Director, Division of Merit System Practices and Labor
Relations.
In accordance with L.1975, c.231, Chairwoman Ida L. Castro
opened the meeting with the following statement:
Notice of this meeting was filed with the Secretary of State
and sent to the Trentonian, Trenton Times, Courier-Post and
Star Ledger on March 7, 2002, and posted at the Department
of Personnel, 3 Station Plaza, Trenton, New Jersey.
All actions were by unanimous vote unless otherwise specified.
CONFIDENTIAL APPOINTMENTS
The Merit System Board recorded the following Confidential
Appointments under N.J.S.A. 11A:3-4(h):
Ms. S. Patricia Cabrera appointed as Confidential
Assistant, Department of Environmental Protection effective
April 20, 2002, salary of $74,000.00 per annum.
Ms. Beverly Koblentz appointed as Confidential Secretary,
Department of Law and Public Safety effective January 26,
2002, salary of $50, 000.00 per annum.
Ms. Ajhezza A. Gonzalez was appointed as a Confidential
Assistant, Department of the Health and Senior Services effective
January 16, 2002, salary of $47,000.00 per annum.
Ms. Caroline P. Ehrlich appointed as Confidential
Secretary, Department of the Treasury effective January 16,

SUBJECT: Change in the Classification & Compensation
Plan
CASINO CONTROL COMMISSION
The New Jersey Casino Control Commission requests changes
to the system used to classify and compensate their unclassified
staff members.
The Commission was created in 1977 to regulate legalized
casino gambling in New Jersey. Commission employees, with
the exception of secretarial and clerical positions, are unclassified,
confidential employees. Professional staff face unique and
stringent restrictions as conditions of employment. Employees
are paid pursuant to the Gaming Regulator Compensation System,
which has been revised several times since its inception in
1992 in an attempt to accommodate staffing needs. The Commission
experiences difficulty in attracting and retaining qualified
candidates with their existing compensation plan. The existing
plan has also resulted in numerous parity and morale issues.
The Commission worked with representatives from this Department
to develop a fair and efficient compensation system with the
flexibility to meet their needs. The proposed classification
and compensation system plan consists of seven occupational
groups: Administration, Legal, Accounting/Finance, MIS Specializations,
Public Information, Administrative Specializations and Inspection.
Each group will consist of one or more levels and the necessary
bands within levels. Salaries are based on comparable salary
ranges in the equally exempt bargaining group (X). The existing
Gaming Regulator titles will be inactivated once all incumbents
are transferred to the new titles.

A-16 CARLA YOUNG
Carla Young, Senior Clerk Typist, County of Gloucester,
Prosecutor's Office, was initially removed effective July
2, 1997, based on the criminal charge of possession of a controlled
dangerous substance with the intent to distribute. While the
case was pending at the Office of Administrative Law, the
criminal charge was dismissed. Pursuant to an Interlocutory
Order, the Administrative Law Judge allowed the appointing
authority to amend the charges to conduct unbecoming a public
employee, inability to perform duties, and other sufficient
cause. This matter was held over from the Merit System Board
meeting of May 15, 2002.
Recommendation of the Administrative Law Judge - Uphold
the removal.
ACTION: The Merit System Board reversed the recommendation
of the
Administrative Law Judge to reverse the removal.
A-17 RAYMOND FOSTER - SETTLEMENT
Raymond Foster, Truck Driver, City of Newark, Department
of Neighborhood Services, removal effective December 2, 1997,
on charges of incompetency, inefficiency or failure to perform
duties, insubordination, inability to perform duties, and
conduct unbecoming a public employee. Settled to a resignation
in good standing effective July 3, 2000 and a lump sum payment
of $50,000.
