Freshwater Wetlands E-Services

The public can apply on-line for two types of freshwater wetland permits; a GP-8 for house addition (but only in situations where the addition is connected to the existing structure) and a GP-25 for replacement of a malfunctioning septic system. In addition, the public can also apply for a Letter of Interpretation online using the Freshwater Wetlands e-Letter of Interpretation (E-LOI) online portal. 

A GP-8 application submitted via paper through the normal paper application process allows for the construction of house additions and/or "appurtenant improvements" such as a pool, shed, minor grading, etc.  You may only apply for these types of GP-8 activities through the normal paper application process. THE ELECTRONIC APPLICATION FOR A GP-8 DOES NOT ALLOW FOR APPURTENANT IMPROVEMENTS OR ADDITIONS THAT ARE NOT CONNECTED TO THE EXISTING STRUCTURE.

For E-Permits where an instant approval may be obtained, the Department is not checking the site for the location and extent of regulated areas, therefore in addition to the requirement that the addition be attached to the existing structure, the ENTIRE project may not exceed  750 square feet of disturbance. If your project disturbance is larger than this and/or if you believe only a portion of your proposed addition is within regulated areas, you may not apply for this permit electronically and must file a paper application for a GP-8 with the Division.

For a GP-25 application submitted electronically, please be advised that the Department is not reviewing the application for other potential permits required by the applicant as it might if the permit was submitted via the normal paper application process. It is incumbent upon the person(s) submitting the application electronically to be sure that the planned septic system does not require additional permits from either this or another agency, or that if these permits are required, that they be obtained prior to construction. An example of an additional permit that may be required would be a Flood Hazard Area permit for construction within areas associated with floodplains or riparian zones of a regulated water.

Information on accessing the Department’s online system can be found below.  Please follow the instructions specified in the Department’s online system for creating an account.  When setting up your profile, select "Land Use Permitting". For both permits, applicants are required to answer a short list of questions and certify their responses as truthful and accurate.  If approvable the applicant will be issued an automated approval of their permit.
