Department of Health Proposes Amendments at N.J.A.C. 8:43A, the Manual of Standards for Licensing of Ambulatory Care Facilities, and N.J.A.C. 8:43G, the Hospital Licensing Standards

The Department of Health (Department), with the approval of the Health Care Administration Board, today proposes amendments to the ambulatory care facility and hospital licensing standards to recognize an additional provider of accreditation services for radiation oncology programs that these Department-licensed facilities offer.

The licensing standards at N.J.A.C. 8:43A and 8:43G respectively require Department-licensed ambulatory care facilities and hospitals to obtain and maintain accreditation of the radiation oncology services and programs that they offer from one of two accrediting bodies.  In response to a petition for rulemaking submitted in 2018 by the American Society for Radiation Oncology (ASTRO), of Arlington, Virginia, which the Department determined to grant in early 2019, the Department proposes to recognize ASTRO as a third provider of accreditation services from which Department licensees can secure the required accreditation of their radiation oncology programs and services.

The Department is proposing technical and substantive amendments throughout both chapters to correct references to, and contact information for, various governmental entities to which the chapters refer.  The Department is proposing a repeal and a new rule to update the form that hospitals having designation as primary stroke centers are to use to report patient-level data to the New Jersey Acute Stroke Registry.

The notice of proposal appears in the August 19, 2019, issue of the New Jersey Register.  Persons wishing to comment on the proposal must submit written comments either (1) electronically on or before October 18, 2019, at www.nj.gov/health/legal/ecomments.shtml, or (2) by regular mail postmarked on or before October 18, 2019, to Joy L.
