Attorney General Harvey Files Administrative Complaints Against Seven Home Improvement Contractors


NEWARK - Attorney General Peter C. Harvey today filed administrative complaints against seven home improvement contractors who allegedly committed multiple violations of the State’s Consumer Fraud Act and Home Improvement Practices Regulations.

The complaints allege that these contractors engaged in unconscionable commercial practices; made false promises and misrepresentations; made knowing omissions of material fact; and violated the State’s Home Improvement Practices Regulations.

The seven contractors, the business names under which they operate and the location of the business are as follows:

  • Mark Louis Cardelucci, Mark Louis Cardelucci, Burlington;
  • Samuel Cruz, Rainbow Painting & Remodeling aka Rainbow General Contracting, Camden;
  • Joseph George, Affordable Always Paving, Jackson Twp., Elizabeth and Hackensack;
  • Eliu Lopez, L&L Builders aka L.L. Builders, Paterson;
  • Eugene J. Madden, Eugene J. Madden Roofing, Far Hills;
  • Adam Nelaj, Master Mechanical Corporation aka Master Excavation Mechanical Corporation, Bloomfield;
  • Edward A. Nicholas, Edward A. Nicholas Construction LLC aka Nicholas Construction, Pittsgrove

The State seeks restitution for consumers, civil penalties, reimbursement of attorneys’ fees and investigative costs and future compliance by the contractors with the Consumer Fraud Act and Home Improvement Practices Regulations.

Under the administrative complaint process, Consumer Affairs will hold a hearing with each named contractor and then enter an Order to resolve each matter.
