Vision

Following the Port Security Section vision, the Port Regulatory & Licensing Bureau is focused on implementing a standard for hiring practices representing the finest standards for the State of New Jersey citizens. Such practices will ensure thorough, fair, and equitable investigations to generate qualified licensees and registrants

The Port Regulatory & Licensing Bureau consists of the following investigative Units:


Port Licensing and Background Unit

The Port Licensing and Background Unit will be solely responsible for issuing the required licenses for employment within specific roles in the Port of New Jersey shipping industry. The Port Licensing and Background Unit conducts in-depth background investigations on applicants to adhere to the licensing standards and qualifications. The Unit will issue a physical license for members of the shipping industry, which can be subjected to renewal, suspensions, and revocations.

APPLICATIONS

The Port Licensing and Background Unit does not hire new employees to work at the Port of New Jersey. You must first obtain an employee sponsorship to apply for a license or registration. Sponsorships can be obtained by contacting the various companies and/or stevedores located on the Port of New Jersey or by contacting the Department of Labor Home | U.S. Department of Labor (dol.gov). The Unit will process new applications, including pending applications to WCNYH. For any pending/current matters about suspension, revocation, withdrawal, or decasualization, please contact NJSP Port Security Section Compliance Bureau.

EXPIRED/REQUEST FOR DUPLICATE WCNYH CARD

Effective July 17, 2023, all renewals of expired WCNYH cards will result in an NJSP Port Access Card (PAC) issuance. The NJSP will fulfill duplicate requests for active WCNYH cards by providing an NJSP PAC as a replacement. Any expired WCNYH card will be re-issued as an NJSP Port Access Card (PAC) upon renewal. Applicants must make an appointment to process any of the preceding requests. Appointments can be made by emailing portsecurityscheduling@njsp.gov.

Fingerprinting is conducted through an outside vendor; IDENTGO - scheduling can be done online at https://uenroll.identogo.com/


Port Employment & Hiring Unit

The Port Employment & Hiring Unit oversees the Telephonic Hiring Employment Information Center (THEIC). THEIC is a communications center where licensed port employees can be hired telephonically and accept daily employment. The Unit moderates the hiring and seniority agreements between shipping employers and organized labor organizations. In addition, the Unit will inspect and investigate all records, documents, and other data collected or maintained related to the telephonic hiring system.
