Development of Renewable and Clean Energy Technologies

Provides the necessary regulatory and policy support for the use of renewable and clean energy for electricity, transportation and space heating so as to reduce reliance on fossil fuels that contribute to increased criteria pollutants and GHG emissions. Furthermore, New Jersey’s renewable portfolio standard (RPS) requires that a portion of the State’s energy needs be met with renewable energy sources.

  • Support the advancement of renewable energy projects in the State to satisfy the Renewable Portfolio Standard (RPS) as defined in New Jersey’s Energy Master Plan (EMP).
  • Identify important steps the State can address that would assist and facilitate private sector companies to construct and operate a range of renewable energy generating facilities for the production of renewable power.
  • Perform regulatory reviews and issue findings for Class I and Class II renewable energy sustainability determinations and environmental compliance determinations, respectively, upon request from NJBPU.
  • Identify energy efficiency and renewable energy incentives (financial and technical assistance) that may stimulate on-going development of renewable and sustainable energy resources.  Compile information on existing state and federal renewable power incentive programs (such as the USDA Biomass Crop Assistance Program) and project financing alternatives.
  • Develop, in conjunction with the Air Permitting Program, proposed guidelines for air quality management and standards appropriate for renewable power applications.
  • Pursue opportunities to divert waste from landfills to be used for environmentally responsible energy production.
  • Identify and determine the feasibility of possible public-private partnerships for commercial-scale EERE projects in the State.
