NJBPU Launches New Online Application for Charge Up New Jersey Electric Vehicle Post-Purchase Incentive Program

Governor Phil Murphy signed the law, which encourages the purchase of light-duty plug-in electric vehicles over a ten-year period, on January 17, 2020 and the incentive applies to purchases made on or since that date. The incentive is being provided through the state’s Plug-in Electric Vehicle Incentive Fund. The incentive program includes plug-in hybrid electric vehicles.
“The world has changed significantly since we announced this initiative, but climate change and its impacts on our public health continues to be a major concern for our state and the world,” said Governor Murphy. “The transportation sector is the largest contributor to greenhouse gas emissions, which disproportionately impact low income and environmental justice communities. Incentivizing the transition to electric vehicles is a critical step in reaching our goal of 100 percent clean energy by 2050 and building healthier communities across New Jersey.”
“We are very proud to launch this website, which allows residents to apply for the electric vehicle incentive passed by the legislature and signed into law by Governor Murphy,” said NJBPU President Joseph L. Fiordaliso. “We know that times are unusual right now and this is sure to come in handy for those who may be suffering from economic uncertainty, while also helping New Jersey move one step closer toward reaching the goal of electrifying the transportation sector in support of a clean energy future.”
The program applies to the purchase of any new light-duty plug-in electric vehicle with a final MSRP below $55,000. The vehicle must be purchased or leased and registered in the state of New Jersey. Phase 1 of the program will allow residents who purchased a vehicle on or after January 17 to apply for their EV incentive. Once Phase 2 is implemented dealers will be able to apply the incentive to the vehicle at the time of sale.
Additional requirements to participate in the incentive program include:
- Purchase or lease an eligible vehicle in New Jersey on or after January 17, 2020. A vehicle purchased, leased, or delivered out-of-state is not eligible for the incentive, including vehicles ordered online and delivered out-of-state;
- Applicants must be a resident of New Jersey at the time of purchase or lease. Active duty military members stationed in the state with permanent residency in another state, may apply. Current military orders will be accepted as proof of residency documentation. The program is limited to individuals only. Business, governments, and public entities are not eligible;
- Applicants are required to remain a resident of New Jersey for at least two (2) years after the purchase or lease of the eligible electric vehicle which receives an incentive under the Charge Up New Jersey program;
- Retain ownership or an active lease agreement and registration of the vehicle with the New Jersey Motor Vehicle Commission for a minimum 36 consecutive months immediately after the vehicle purchase or lease date. Leased vehicles must reflect a minimum of 36 months on the original lease agreement; and,
- Applicants may only receive up to four vehicle incentives from the Charge Up New Jersey program throughout the ten-year period the program is active.

“A robust electric vehicle program like Charge Up New Jersey will reduce auto emissions and provide us with a cleaner and healthier environment,” said Senator Bob Smith, sponsor of the legislation that created the program. “Encouraging New Jersey residents to purchase electric vehicles with this incentive will be a key component of the state’s clean energy efforts moving forward.”
“The creation of the Charge Up New Jersey program is a great way of moving forward with the electrification of New Jersey’s transportation system. Studies indicate that a clean transportation system is an important part of maintaining our health. During the pandemic restrictions to travel great improvements were seen in air quality. It is believed that areas of reduced air quality have been a contributor to some of the disparities in morbidity and mortality rates among minorities. Moving to cleaner transportation will help address environmental justice issues for all of our residents,” said Assemblywoman Nancy Pinkin, who sponsored the legislation in the Assembly.
“It is vitally important that we provide the incentives for consumers to purchase electric vehicles, so that we can do what is needed to reduce emissions and attack one of the root causes of the climate change crisis,” said Assembly Transportation Committee Chairman Daniel Benson, who also sponsored the legislation enabling the Charge Up New Jersey program in the Assembly.
