Proposed Amendment to the Upper Raritan Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to Upper Raritan Water Quality Management (WQM) Plan will be published on September 3, 2024, in the New Jersey Register. The proposed amendment, identified as “Lebanon Borough Municipal Chapter Wastewater Management Plan” (Program Interest No.435434, Activity No.190009) would amend the Hunterdon County Wastewater Management Plan by adding a complete municipal chapter for Lebanon Borough.

Proposed Amendment to the Ocean County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Ocean County Water Quality Management (WQM) Plan will be published on September 3, 2024, in the New Jersey Register. The proposed amendment, identified as “130 Pushkin Road” (Program Interest No. 435448, Activity No. AMD230007) would establish a 0.118-acre sewer service area (SSA) for a proposed development on Block 11501, Lot 7.02 (portion), Jackson Township, Ocean County. The proposed project consists of the conversion of an existing 30 room boarding house into a 32 room drug and alcohol in-patient treatment facility that would generate a projected wastewater flow of 4,255 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:9A-7.4. The site is located in the currently adopted SSA of the Ocean County Utilities Authority; however, there is currently no infrastructure in the area to serve the site. In accordance with N.J.A.C. 7:15-3.2(c), an amendment is needed for the proposed New Jersey Pollutant Discharge Elimination System (NJPDES) permitted onsite subsurface sewage disposal system.

Proposed Amendment to the Ocean County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Ocean County Water Quality Management (WQM) Plan will be published on August 19, 2024, in the New Jersey Register. The proposed amendment, identified as “Beachwood Borough – Forecastle Avenue 2023” (Program Interest No. 435448, Activity No. AMD230009), would expand the sewer service area (SSA) of the Ocean County Utilities Authority Central Wastewater Pollution Control Facility (OCUA Central WPCF) in Beachwood Borough, Ocean County by 0.83 acres to include the portions of Lots 5 through 8 in Block 5.28, the portion of Block 5.29/Lot 1 that are not currently in the adopted SSA, and Block 5.29/Lot 2. The proposed project consists of 3 four-bedroom single-family homes: one on Block 5.28/Lot 5 (portion), one on Block 5.28/ portions of Lots 6-8, and one on Block 5.29/Lots 1 (portion) and 2. The proposed project would generate a projected wastewater flow of 900 gallons per day (gpd), as calculated in accordance with N.J.A.C. 7:14A-23.3, to be received by the OCUA Central WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) permit # NJ0029408).

Proposed Amendment to the Monmouth County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth County Water Quality Management (WQM) Plan will be published on August 19, 2024, in the New Jersey Register. The proposed amendment, identified as “Hexa Builders Millstone” (also known as Millstone Commons) (Program Interest No. 435462, Activity No. AMD220002) would establish a 18.71 acre sewer service area (SSA) for a proposed residential development on Block 11, Lot 19 (portion), Millstone Township, Monmouth County. The proposed project consists of 24 two-bedroom units, and 146 three-bedroom units that would generate a projected wastewater flow of 49,200 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3, to be served by a new onsite discharge to ground water wastewater treatment and disposal system.

Public Hearing on the Old York Country Club Warehouse – Tri- County WQMP Amendment Proposal
On July 15, 2024, the Bureau of NJPDES Stormwater Permitting and Water Quality Management published a preliminary notice containing public hearing announcement for the Old York Country Club Warehouse amendment to the Tri- County Water Quality Management Plan in the New Jersey Register (56 N.J.R. 1251 (c)). The public hearing is scheduled for 12:00 PM on August 14, 2024, and will be conducted virtually via Microsoft Teams. The hearing will remain open until 2:00 pm or the conclusion of all public testimony, whichever is earlier.

Prior to entering the hearing, participants are strongly encouraged to read the following information and guidelines:

Proposed Amendment to the Ocean County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Ocean County Water Quality Management (WQM) Plan will be published on August 5, 2024, in the New Jersey Register. The proposed amendment, identified as “Jackson Parke” (Program Interest No. 435448, Activity No. AMD230008) would expand the Ocean County Utilities Authority Northern Water Pollution Control Facility (OCUA Northern WPCF) sewer service area (SSA) by 16.032 acres to serve a proposed residential development on Block 10401 Lot 5.01 (portion) and Block 17802, Lot 57.01 (portion), in Jackson Township, Ocean County. The proposed project consists of 96 two-bedroom units, 43 three-bedroom units, a clubhouse, and a pool. The entire proposed project also includes 398 additional two-bedroom units, 563 additional three-bedroom units, and a community center; however, all of these buildings are located within the presently adopted SSA and are not the subject of this amendment. The proposed amendment portion of the project would generate a projected wastewater flow of 40,080 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3 to be received by the OCUA Northern WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0028142).

Proposed Amendment to the Monmouth and Ocean County Water Quality Management Plans
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Monmouth County and Ocean County Water Quality Management (WQM) Plans will be published on August 5, 2024, in the New Jersey Register. The proposed amendment, identified as “255 Squankum Road Warehouse” (Program Interest No. 435462, Activity No. AMD230006) would expand the Ocean County Utilities Authority Northern Water Pollution Control Facility (OCUA Northern WPCF) sewer service area (SSA) by 0.21 acres to serve a proposed commercial development on Block 49, Lot 11 (portion), in Howell Township, Monmouth County. The proposed project consists of the renovation and expansion of an existing warehouse/mechanical shop building. The existing structure is 6,430 square feet (sq ft). The proposed expansion is for an additional 2,821 sq ft of warehouse space and 1,398.5 sq ft of loft office space for a total of 10,649.5 gross sq ft. . There is an existing three-bedroom residential dwelling currently used as an office and two smaller structures on the property that are to be demolished. The site currently treats wastewater using an individual subsurface sewage disposal system. The proposed project would generate a projected wastewater flow of 2,015 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3 for the office space and five warehouse employees on each of three shifts. The wastewater would be conveyed to the OCUA Northern WPCF (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0028142) via the Manasquan River Regional Sewerage Authority (MRRSA) owned and operated infrastructure system.

Proposed Amendment to the Tri-County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to Tri-County Water Quality Management (WQM) Plan will be published on July 15, 2024, in the New Jersey Register. The proposed amendment, identified as the “Old York Country Club Warehouse” (Program Interest No. 435433, Activity No. AMD220009) would establish a 115.6-acre sewer service area (SSA) for a proposed 1,135,260 square foot (SF) building consisting of 1,115,260 SF of warehouse space and 20,000 SF of office space on Block 701, Lot 2.01 in Chesterfield Township, Burlington County. A 10.8 acre portion of the proposed SSA is already in the adopted SSA. The existing golf course country club is served by an onsite discharge to groundwater wastewater treatment facility regulated under NJPDES permit NJ0105392. The existing system will be closed and the permit revoked. The proposed project will generate a projected wastewater flow of 19,985 gallons per day based on flow calculated in accordance with 7:9A-7.4 and is to be served by a new onsite discharge to groundwater wastewater treatment and disposal system to be regulated under a new NJPDES permit.

Proposed Amendment to the Northeast Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Northeast Water Quality Management (WQM) Plan will be published on July 1, 2024, in the New Jersey Register. The proposed amendment, identified as “Frick Estates – Section IV” (Program Interest No. 435442, Activity No. AMD190008) would expand the sewer service area (SSA) of the Bergen County Utilities Authority Sewage Treatment Plant (BCUA STP) by 12.593 acres to serve a proposed residential development on Block 55, Lots 25.01 (portion), 26 (portion), and 27, 28, 29 (portion), and 30 in Alpine Borough, Bergen County. The proposed project consists of 2 one-bedroom units, 4 two-bedroom units, 2 three-bedroom units, 32 four-bedroom units and a 3,570 square foot clubhouse and swimming pool. The proposed project would generate a projected wastewater flow of 12,357 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3 to be received by the BCUA STP (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0020028).

Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management (WQM) Plan will be published on July 1, 2024, in the New Jersey Register. The proposed amendment, identified as “425 Dunhams Corner Road Warehouse” (Program Interest No. 435463, Activity No. AMD220002) would expand the sewer service area (SSA) of the Middlesex County Utilities Authority (MCUA) by 8.53 acres to serve a proposed commercial development located on Block 22.01, Lot 3.01 (portion) and 3.04, within South Brunswick Township, Middlesex County. The proposed project consists of a 200,000 square foot (sq. ft.) warehouse that includes 6,000 sq. ft. of office space. The proposed project would generate a projected wastewater flow of 2,850 gallons per day (gpd) based on flow calculated in accordance with N.J.A.C. 7:14A-23.3 to be received by the MCUA Sewage Treatment Plant (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit #NJ0020141).

Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management Plans
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Lower Raritan/Middlesex County Water Quality Management (WQM) Plan will be published on June 17, 2024, in the New Jersey Register. The proposed amendment, identified as “SEI Cutters Dock/Pennval Warehouse/Stalwart-Woodbridge” (Program Interest No. 435463, Activity No. AMD210003) would expand the sewer service area (SSA) of the Middlesex County Utilities Authority (MCUA) Sewage Treatment Plant (STP) by 0.48 acres to serve a proposed commercial development located on Block 531.01, Lot 1 (portion), in Woodbridge Township, Middlesex County. The proposed amendment project consists of a 348,533 square foot (sq. ft.) gross floor area warehouse building of which 21,080 sq. ft. is office space. The proposed development also includes a second proposed warehouse building; however, this building is located within the presently adopted SSA and is not the subject of this amendment. As calculated in accordance with N.J.A.C. 7:14A-23.3, the proposed amendment portion of the project will generate a projected wastewater flow of 14,708 gallons per day (gpd), based on 21,080 sq. ft. of office space and 168 warehouse employees on each of three shifts, to be received by the MCUA STP (New Jersey Pollutant Discharge Elimination System (NJPDES) Permit No. NJ0020141).

Proposed Amendment to the Northeast, Upper Raritan, and Lower Raritan/Middlesex County Water Quality Management Plans
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Northeast, Upper Raritan, and Lower Raritan/Middlesex County Water Quality Management (WQM) Plans will be published on June 17, 2024, in the New Jersey Register. The proposed amendment, identified as the “Somerset County Septic Management Plan” would adopt the Septic Management Plan (SMP) component of the Somerset County Wastewater Management Plan. The Somerset County Department of Planning, in coordination with Somerset County Health Officers Association and municipalities, developed the County SMP.

Proposed Amendment to the Upper Raritan Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to Upper Raritan Water Quality Management (WQM) Plan will be published on April 15, 2024, in the New Jersey Register. The proposed amendment, identified as “Hillsborough Glen Gery Subdivision” Program Interest No. 435434, Activity No.AMD190005) would expand the sewer service area (SSA) of the Somerset Raritan Valley Sewage Authority (NJPDES No. NJ0024864) by 58 acres to accommodate 198 single family home (SFH) lots of the proposed 380 SFH development located on portions of Block 182, Lot 9, 11.01, and Block 183, Lot 38.02, in Hillsborough Township, Somerset County. Additionally, 4 acres of the project site that are currently in the adopted SSA will be removed from the SSA with this amendment Portions of the project site are already in the SRVSA SSA and are not the subject of this amendment. The portion of the proposed project that is the subject of this amendment will generate a projected 59,400 gallons per day (gpd) calculated in accordance with N.J.A.C. 7:14A-23.3.

Extension of Public Comment Period and Public Hearing on Diamond Chip Logistics Park Amendment Proposal to the Sussex County Water Quality Management Plan
A public notice regarding a public comment period extension and public hearing for a Proposed Amendment to the Sussex County Water Quality Management Plan will be published on April 1, 2024, in the NJR. The January 16, 2024, publication of the NJR (56 N.J.R. 155(a)) contained preliminary notice regarding the proposed “Diamond Chip Logistics Park” (Program Interest No. 435459, Activity No. AMD220001) amendment in Sparta Township, Sussex County. A public hearing will be held on May 21, 2024, at 10:00 AM via Microsoft Teams. The hearing will conclude at 12:00 PM or the conclusion of all public testimony, whichever is earlier. For those without access to web meetings, the hearing will also be accessible by phone for audio only. Proposed Amendment to the Atlantic County, Cape May County, Lower Delaware, Lower Raritan/Middlesex County, Mercer County, Monmouth County, Northeast, Ocean County, Sussex County, Tri-County, Upper Delaware, and Upper Raritan Water Quality Management Plans
In accordance with Water Quality Management Planning rules at N.J.A.C. 7:15, a public notice for a Proposed Amendment to the to the Atlantic County, Cape May County, Lower Delaware, Lower Raritan/Middlesex County, Mercer County, Monmouth County, Northeast, Ocean County, Sussex County, Tri-County, Upper Delaware, and Upper Raritan Water Quality Management Plans will be published on February 5, 2024, in the New Jersey Register. The proposed amendment, identified as “303(d) List of Water Quality Limited Waters”, describing the health of the State’s waters by determining whether these waters are meeting surface water quality standards and supporting uses. States are also required to develop a list of waters that currently do not meet, or are not expected to meet, applicable water quality standards after the implementation of technology-based controls. This list is known as the 303(d) List of Water Quality Limited Waters or “303(d) List.” The 303(d) List includes a priority ranking for a state’s development of Total Maximum Daily Loads (TMDLs). Proposed Amendment to the Sussex Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Sussex Water Quality Management (WQM) Plan will be published on January 16, 2024, in the New Jersey Register. The proposed amendment, identified as the “Diamond Chip Logistics Park” (Program Interest No. 435459, Activity No. AMD220001) is proposing two warehouse buildings totaling 698,000 square feet (sq. ft.), which includes 10,000 sq. ft. of office space, for three shifts of 185 warehouse employees per shift, and 85 delivery personnel per day on 48.98 acres of a 69.47-acre parcel, located on Block 12008, Lot 23 in Sparta Township, Sussex County. The project will generate a projected wastewater flow of 10,000 gallons per day (gpd) based on flow calculated in accordance with 7:9A-7.4. The proposed onsite DGW wastewater treatment system will be regulated under a new New Jersey Pollutant Discharge Elimination System (NJPDES) permit. The amendment will also remove 20.49 acres from the currently adopted sewer service area. The site is currently occupied by Sparta Sand and Gravel, which operates under NJPDES permit NJ0098621. This permit will be revoked.

The September 5, 2023 publication of the New Jersey Register, the Water Quality Management Planning Program Public Notices webpage and a Listserve announcement contained a preliminary notice regarding the proposed Moore Residence – 106 Hopewell Rocky Hill Road amendment. The notice included details on a public hearing scheduled to be held at the McDade Administration Building, 640 South Broad Street, Freeholder Meeting Room 211, Trenton, NJ 08650-0068 on Wednesday, October 11, 2023, at 9:00AM to allow for public comment on the proposed amendment. This is to inform all interested parties that the public hearing scheduled for October 11, 2023 has been cancelled. Proposed Amendment to the Sussex County Water Quality Management Plan
In accordance with the Water Quality Management Planning rules, N.J.A.C. 7:15, a public notice for a Proposed Amendment to the Sussex County Water Quality Management (WQM) Plan will be published on February 7, 2022, in the New Jersey Register. The proposed amendment, identified as “Milly’s Court” (Program Interest No. 435459, Activity No. AMD170002) would expand the sewer service area (SSA) of the Sussex County Municipal Utilities Authority’s Upper Wallkill Valley Water Control Facility (SCMUA UWVWCF) by 7.59 acres to serve a proposed residential development located on Block 2701, Lot 2 (portion) in Franklin Borough, Sussex County. Four and three quarters acres of presently adopted sewer service area that is located on the property is proposed to be removed by this amendment. The proposed amendment portion of the project consists of 91 one-bedroom apartments, 105 two-bedroom apartments, and 28 three-bedroom apartments. The entire proposed project also includes 21 additional one-bedroom apartments, 15 additional two-bedroom apartments, and a clubhouse and pool, however, these buildings are located within the presently adopted sewer service area and therefore, are not the subject of this amendment. The proposed amendment portion of the project would generate a projected wastewater flow of 45,675 gallons per day (gpd), as calculated in accordance with N.J.A.C. 7:14A-23.3, to be received by the SCMUA UWVWCF (New Jersey Pollutant Discharge Elimination System (NJPDES) permit #NJ0053350).

Notice of Extension of Comment Period for Proposed Amendments Published April 6, 2020
The comment period on four proposed Water Quality Management Plan amendments has been extended. The public notices of the proposed amendments were published in the April 6, 2020 New Jersey Register identifying a 30-day public comment period. Subsequent to the filing of these notices for publication, by Executive Order No. 103, dated March 9, 2020 (EO 103), Governor Phil Murphy declared that a Public Health Emergency and State of Emergency exists in the State of New Jersey as a result of COVID-19. In light of the disruption caused by the COVID-19 virus, the public comment periods for each of these proposed amendments is extended to 60 days. The affected amendments are: Cape May County WQM Plan - Ocean Isle Campground; Lower Delaware WQM Plan - Galetto SSA; Northeast WQM Plan - Guru Nanak, Inc.; Northeast WQM Plan – Mine Hill WMP Chapter.

The proposed project would generate a projected wastewater flow of 86,175 gallons per day to be received by the new subsurface sewage disposal system. Proposed Amendment to the Upper Raritan Water Quality Management Plan
In accordance with the Statewide Water Quality Management Planning rules (N.J.A.C. 7:15-5.13, 3.4), a public notice for a Proposed Amendment to the Upper Raritan Water Quality Management (WQM) Plan was published on October 5, 2015 in the New Jersey Resister. Notice was also published in the Hunterdon County Democrat. This amendment proposal would provide for the High Bridge Borough chapter of the Hunterdon County Wastewater Management Plan. This amendment proposal was submitted by Hunterdon County.

January 17, 2012
P.L.2011, c.203 was enacted on January 17, 2012, which permits a Wastewater Management Planning Agency to prepare and submit to the Department at least that portion of a wastewater management plan designating sewer service area, which shall comply with the Department’s regulatory criteria.
