Investing More, Doing More, Achieving More

It’s budget season in Trenton. Each year, the New Jersey Assembly and Senate Budget Committees hear from members of the Governors’ Cabinet as we explain the priorities, plans, and programs that inform our investments for the next state fiscal year that begins on July 1st.

 

I recently had the privilege to testify and present the proposed budget for the New Jersey Department of Military and Veterans Affairs. My testimony enabled me to share information about our long-term efforts to ensure a ready and equipped National Guard as well as benefits, programs, and services that support Garden State Service Members, Veterans, and their families.

 

Governor Murphy and our bipartisan partners in the Legislature are committed to ensuring that we have the support necessary to continue advancing and refining services for our community. This work includes bringing homelessness to functional zero, building mental health resilience, assisting individuals navigate claims and processes, as well as connecting individuals to the host of resources that that they have earned through their service.

 

DMAVA’s proposed budget continues to support excellent staffing, equipment, and the implementation of technology driven evidence-based best practices at the Menlo Park, Paramus, and Vineland Veterans Homes. These investments include streamlined electronic records management, digital learning management, communication systems, and expanded resident WiFi. The proposed budget supports the operations of a veterans service office in each of our twenty-one counties, capital improvements at our state’s war memorials, and funding for lifesaving programs like the NJ Vet2Vet helpline and no cost PTSD counseling.

 

The Soldiers and Airmen of the New Jersey National Guard continue to deploy in significant numbers to significant places. As I write, the Soldiers from our 1-171st General Support Aviation Battalion are deployed to Kosovo performing MEDEVAC support to our NATO and Western Balkan partners. Soldiers of the 328th Military Police Company are now mobilized in support of Operation Joint Guardian in Kosovo, as well. Nearly 140 Airmen from the 177th Fighter Wing are deployed on six-month rotations. Soldiers of our 42nd Regional Support Group are slated to deploy later this year to the Middle East in support of the same mission the 44th IBCT just returned from: Operation Inherent Resolve.

 

The Airmen of the 177th Fighter Wing maintain a high state of readiness for future overseas missions while continuing their domestic 24/7 alert mission, in which F-16 fighter jets can be scrambled to defend and protect East Coast air space. In support of the 177th Fighter Wing’s readiness, we secured $7 million in federal military construction funds that paves the way for additional deployments and future missions.

 

The Airmen of the 108th Wing are pioneering the Air Force’s first classic embedded association with active-duty personnel in the KC-46 Pegasus aerial refueling tanker. The 108th Wing is working to attain initial operational capability for the 141st Air Refueling Squadron in 2025 and the new 170th Air Refueling Squadron in 2026. The Wing is also slated to activate the 227th Cyber Operations Squadron this year, the second of two cyber protection teams tasked to enhance national cyber defense capabilities.

 

I am so proud of our progress. It’s made possible by the dedicated professionals who fill the ranks of our organization. And while our work will never be complete, these investments testify to the shared values that unite us all: caring for those who serve, those who have served, and the people who love them.

Vietnam Veterans Remembrance Day

Vincent Solomeno III, Deputy Commissioner of Veterans Affairs, led a cross section of elected officials, veteran leaders, and members of the community at the New Jersey Vietnam Veterans Remembrance Day observance at the New Jersey Vietnam Veterans' Memorial and Museum in Holmdel, NJ on May 7, 2025.

 

This year marks the 50th anniversary of the end of the Vietnam War. We honor those who served and their families. By Presidential proclamation, the Vietnam War Commemoration will continue through Veterans Day, November 11, 2025.

80th Anniversary of Victory in Europe

On May 8, 2025, Brig. Gen. Yvonne L. Mays, The Adjutant General of New Jersey and Commissioner of the New Jersey Department of Military and Veterans Affairs, and Vincent Solomeno III, Deputy Commissioner, DMAVA, joined New Jersey Lt. Gov. Tahesha L. Way, Esquire, along with Melanie Hopkins, Officer of the Order of the British Empire, British Deputy Consul General to New York, and United Kingdom Army Air Corps Lt. Col. Héloïse Goodley in presenting wreaths at the New Jersey World War II Memorial in Trenton, NJ, commemorating the 80th anniversary of Victory in Europe Day.


“So much of the freedom we experience today, around the world, was made possible by the sacrifices of those who fought so bravely during World War II,” said Brig. Gen. Yvonne L. Mays. “Victory was ensured only by the commitment of an entire generation of allies and defenders of liberty.”

Republic of Cyprus

General Steven Nordhaus | CNGB | May 1, 2025


I had the distinct honor of hosting Lt. Gen. Georgios Tsitsikostas, the new Chief of Defense of the Republic of Cyprus, for an office call at the Pentagon today.


Joined by Brig. Gen. Yvonne Mays, Adjutant General, New Jersey National Guard and Lt. Col. Andreas Andreou, Cyprus's Defense Attaché to the U.S., we hailed the initial progress of the Department of Defense National Guard State Partnership Program relationship between the Republic of Cyprus and the New Jersey National Guard, established in 2022, with its current focus on cyber defense and NCO training.


I commended Lt. Gen. Tsitsikostas and Brig. Gen. Mays for their strong leadership in advancing this new defense cooperation relationship to advance shared security priorities in the Eastern Mediterranean, contributing to regional progress and stability.

NJ Best Warrior Competition 2025

U.S. Army Specialist Curtis E. Wheatley, 2nd Battalion, 113th Infantry Regiment, 44th Infantry Brigade Combat Team and U.S. Army Sergeant Kristopher Piwowarczyk, 104th Brigade Engineer Battalion, 44th Infantry Brigade Combat Team, won as the best enlisted and best noncommissioned officer, respectively, in the New Jersey Army National Guard’s Best Warrior Competition at Joint Base McGuire-Dix-Lakehurst, NJ on May 2, 2025.


During the competition, the Soldiers demonstrated their adaptiveness, resilience, lethality, and the readiness of New Jersey’s Citizen-Soldiers to respond to future threats.

Last Formation

U.S. Army Brig. Gen. Arthur Roscoe, Director of the Joint Staff, New Jersey National Guard and Command Sgt. Maj. Mark A. Leonard, the State Command Sergeant Major of the New Jersey National Guard, held a Last Formation ceremony at the Bordentown Armory on May 3, 2025.


The Last Formation ceremony recognizes Soldiers and their families who are departing or starting a much-deserved retirement from military service.

Esther Chucaralao

Esther Chucaralao serves as the Director of the New Jersey Department of Military & Veterans Affairs’ Division of Veterans Services.

 

Since 2023, she has ensured that the over 300,000 Veterans who call New Jersey home have access to veterans benefits, programs, and services. 


Esther is a proud United States Navy Veteran. She served from 2003-2010 as a personnel specialist among other duties. She was honorably discharged at the rank of Petty Officer Second Class.

 

In her twelfth year of service at DMAVA, Esther previously worked as a veteran service officer and as a regional supervisor of veteran service officers and office operations. She earned her bachelor’s degree from Excelsior College and completed a master’s degree in psychology at Felician University.

The mission of Bringing Veterans Home (BVH) is to effectively end veteran homelessness in New Jersey by enhancing existing systems, creating rapid access to housing, and ensuring homelessness becomes rare, brief, and non-recurring.

Work begins on Ocean County affordable housing for veterans; plans for another have started

BERKELEY - In his quest to ensure that every U.S. military veteran has housing, Frank Siller has been traveling the country, breaking ground on a series of “veterans villages.”


This mix of low-rent apartments and small solo homes, coupled with community space and supportive services, is funded by the Tunnel to Towers Foundation, a national nonprofit launched by the Siller family in the wake of 9/11.


Siller’s latest stop was the in Bayville section of Berkeley, where ground was broken May 7 for the newest veterans village - the first of its kind in New Jersey - and he’s never had a reception quite like it.


About 1,000 people, including hundreds of veterans, attended the ceremony. It was the biggest turnout yet for the initiative, which already has come to Houston; Atlanta; Memphis; Denver; Buffalo; Detroit; Harrisburg, Pennsylvania; Bradenton, Florida; and North Charleston, South Carolina.

On May 7, 2025, the New Jersey Army National Guard Recruiting and Retention Battalion was proud to host the Girl Scouts at a gathering where aviators from the 1-150th Aviation Battalion shared their experiences in the military and their aspirations to become part of something greater than themselves.


The event highlights the National Guard’s commitment to the Citizen-Soldier concept by inspiring future generations and strengthening ties with the local community.

Congratulations to Abigail Zorn for being selected as the Employee of the 1st Quarter!


Ms. Zorn has been selected in recognition of her outstanding contributions. She was nominated by Colonel Viviene McNamara for her instrumental role in training new employees, serving as acting branch chief, and diligently ensuring continuity of operations.


In addition to her regular duties, Ms. Zorn has assumed responsibilities in record keeping, research, and data collection to support responses to both federal and state-level data calls.

Lt. Col. Michael Long

U.S. Air Force Lieutenant Colonel Michael Long, 177th Fighter Wing Operations Group commander, achieved an incredible milestone recently when he reached 3,000 hours in the F-16 Fighting Falcon!


“I feel very lucky and grateful to have been able to reach this milestone," said Long. "In pilot training, each class only received 1 or 2 fighters, and they were extremely coveted. Never would I have thought I’d reach 3,000 F-16 hours 20 years later."


3,000 hours is the equivalent of flying around the planet Earth about 60 times!


I’ve been fortunate to have had back-to-back F-16 assignments at some great locations, alongside amazing people. And I’m very humbled to still be flying - though, I’m not done yet.”

Wars of America in Newark's Military Park

May 14, 1918

Trenton native Private Needham Roberts, an African-American soldier serving with the segregated 369th Infantry Regiment of the New York National Guard, assigned to the French Army, was badly wounded when a post he manned with Sergeant Henry Johnson was attacked by a German patrol. Both men continued to fight with rifles, knives and hand grenades, killing 20 German soldiers, and were awarded the Croix de Guerre by the French army.

May 21, 1777

The force under George Washington’s direct command encamped at Morristown reported 7,363 officers and men “fit for duty and on duty.” Arms and ammunition were arriving in large quantities from France, including 19,000 muskets and 1,000 barrels of gunpowder during the month of March alone.

May 26, 1668

The first New Jersey Assembly met in Elizabethtown, with fourteen members from East New Jersey and two from West New Jersey. During a five day session, the body passed militia legislation requiring men between the ages of sixteen and sixty to train for “at least four days in the year.”

May 26, 1886

The Gettysburg battlefield monument to the Twelfth New Jersey Infantry was dedicated on Cemetery Ridge. Marked “buck and ball” to commemorate the combination of buckshot and round balls fired in the regiment’s obsolete yet deadly at short range smoothbore muskets, it was the first New Jersey monument erected at Gettysburg and was privately funded by veterans of the regiment.

May 30, 1924

A sixty-five-foot obelisk was dedicated to commemorate Bergen County’s Camp Merritt, the troops who passed through there during World War I and, most importantly, the fifteen officers, four nurses, 558 enlisted men and one civilian who died, mostly from influenza, while serving their county there.

May 31, 1926

Famed sculptor Gutzon Borglum’s massive bronze Wars of America statue, representing every conflict the United States participated in from the Revolution to World War I and composed of figures of forty-two humans and two horses, was unveiled in Newark’s Military Park.
