Municipal Reporting on Trust Funds and Completed Affordable Housing Units

As required by the March 20, 2024 amendments to the New Jersey Fair Housing Act (P.L.2024, c.2), this page provides links to data provided by New Jersey municipalities regarding completed affordable housing units and the collection and expenditure of municipal affordable housing trust funds as of February 15th of each year.  The data, as reported by New Jersey municipalities, are presented in both tabular form and a more user-friendly dashboard as described in further detail below.  Links to these reporting results can be found under the “Related Links” heading on the right side of this page.

Municipal reporting is provided through a newly established Affordable Housing Monitoring System (AHMS) that was designed to assist municipalities with reporting requirements set forth in the new law.  All data that were previously entered into the former COAH tracking and monitoring (CTM) system were imported into AHMS in August 2025.  During the Third Round, municipal reporting via CTM was not required by court-approved Judgments of Compliance.  As a result, some municipalities have a backlog of data to enter into AHMS, which may take additional time to complete. 

The data that are used to populate this reporting are obtained annually from municipal reports submitted by the February 15 reporting deadline.  Entries and reconciliations made after that date are not included in this year’s reporting, but will be reflected next year.  It is important to note that trust fund balances do not reflect commitments made to fund affordable housing initiatives where funds have not yet been paid.  Municipal inquiries about the entries and data in AHMS can be sent to AHMS@dca.nj.gov.

Municipal Affordable Housing Status Reporting (Tabular)

The Affordable Housing Municipal Status Report is an Excel-based data report of Mount Laurel affordable housing unit and trust fund information as entered in the Affordable Housing Monitoring System (AHMS) by New Jersey municipalities pursuant to N.J.S.A 52:27D-329.4. The Report contains data for each municipality that reported a project with units in the System, is current as of March 6, 2025, and will be updated on an annual basis. The trust fund information included in this report do not reflect unreported funding commitments that are not yet expenditures. The Department of Community Affairs makes no certifications to the accuracy of the data and the data are presented as entered by municipalities.

Municipal Affordable Housing Status Reporting (Dashboard)

The Affordable Housing Dashboard is an interactive data visualization tool illustrating the above-referenced tabular data from data entered in the Affordable Housing Monitoring System (AHMS) by New Jersey municipalities pursuant to N.J.S.A 52:27D-329.4. It also presents data for all municipalities on rent levels, low- and moderate-income (LMI) households, LMI cost burdens affordable housing units and HUD-subsidized units. It is intended to make Mount Laurel affordable housing unit and trust fund information for New Jersey municipalities accessible in a flexible, easy-to-use format. The Dashboard contains data for each municipality that reported a project with units in the System, is current as of March 6, 2025, and will be updated on an annual basis. The trust fund information included in this dashboard do not reflect unreported funding commitments that are not yet expenditures. The Department of Community Affairs makes no certifications to the accuracy of the data and the data are presented as entered by municipalities.
