New Jersey Office of the Public Defender Launches Division of Engagement and Research to Advance Systemic Legal Reform

TRENTON – November 19, 2024 – The New Jersey Office of the Public Defender (NJOPD) today announced the formation of its Division of Engagement and Research (Division), which will be led by Assistant Public Defender Jennifer Perez. The new team brings together public defenders, data scientists, legislative experts, and communications professionals to gather, evaluate, and disseminate information that supports evidence-based practices, informs policy decisions, and amplifies the voices of those most impacted by New Jersey’s legal system.

“The Division of Engagement and Research is about putting public defenders at the center of conversations around New Jersey’s criminal, juvenile, child welfare, and mental health systems in an effort to advance common sense reforms that both improve public safety and outcomes for the people we serve,” said Public Defender Jennifer Sellitti. “Using a holistic, collaborative approach, our team will leverage robust data and communications strategies to advocate for meaningful change amongst various stakeholders, fostering a long-term shift toward a more equitable legal system for all New Jerseyans.”

The Division is centered on three main components:

  • Governmental Affairs: Working directly with lawmakers, the team will drive policy changes by advocating for impactful reforms, such as expanding access to public defense resources, promoting community-based services, and reducing racial disparities in the system. These efforts will be driven by Director of Governmental Affairs Kimberly Schultz.
  • Strategic Communications and Public Relations: By engaging with the media, creating informative campaigns, and leveraging social media platforms, the team will amplify its findings and strengthen stakeholder engagement. Director of Communications Cristina LiBassi will guide the team on these initiatives.
  • Data and Research: Research Manager Anjali Bushan will direct the team in producing statistics, analyses, and research studies to identify trends, best practices, and gaps that will inform improvements in both practice and policy.

“The Division of Engagement and Research team is uniquely positioned to bridge the gap between legal defense, legislative advocacy, and public perception,” said Perez. “By aligning data-driven insights with effective advocacy and communication strategies, we can ensure public defense remains a powerful tool for promoting much needed reforms and elevating public discourse on criminal legal issues.”

The formation of this Division underscores NJOPD’s ongoing commitment to addressing the deep-rooted causes of criminal legal involvement. By developing a stronger understanding of these challenges and fostering stronger connections with the community, the Division will play a critical role in shaping a future where public defense further serves as a catalyst for positive and lasting change.
