New Jersey Department of Education

Advisory Committee for Federally Funded Programs (ACFFP)

In accordance with ESEA Section 1603(b)(2), the composition of the committee of practitioners will consist of representatives from the following stakeholder groups: administrators, teachers from traditional public schools and charter schools, principals and other school leaders, parents, members of local boards of education, specialized instructional support personnel and paraprofessionals, representatives of nonpublic school children, and charter school leaders. This composition provides a diverse representation that enhances the NJDOE’s ability to implement policies that impact the implementation of the legislation as stipulated in the Elementary and Secondary Education Act (ESEA), as reauthorized by the Every Student Succeeds Act (ESSA).

Further, “The duties of such committee shall include a review, before publication, of any proposed or final State rule or regulation pursuant to this title. In an emergency where such rule or regulation must be issued within a very limited time to assist local educational agencies with the operation of the program under this title, the State educational agency may issue a regulation without prior consultation but shall immediately thereafter convene the State committee of practitioners to review the emergency regulation before issuance in final form.” ESEA §1603(b)(3)
