Governor’s State Health Benefits Quality and Value Task Force Releases Final Report: Improving Health Outcomes and Managing Costs

Governor Phil Murphy’s State Health Benefits Quality and Value Task Force released their final report on recommended longer-term strategies to improve health outcomes for members and better manage the costs of employee and retiree health benefits. Together, the State Health Benefit Plan (SHBP) and School Employees' Health Benefits Program (SEHBP) cover approximately 820,000 people at a cost to the State and local participating employers of about $5.79 billion in 2019. The State of New Jersey spends about 8.4% of its budget on these programs, or about $3.2 billion in 2019.

Governor Phil Murphy’s Health Benefits Quality and Value Task Force released its interim report today with recommendations for short-term actions the state can take to improve the value of public employee health benefits and lower cost-drivers by employing efficiencies in the contracting and management of both the state employee and school employee health benefit plans.
