Applicants will need to demonstrate and present documentation to show that they were excluded from both the federal stimulus checks and COVID related unemployment assistance, impacted by COVID-19, have a household income that is at or below $55,000, as well as proof of identity and that they reside in New Jersey. Applicants must demonstrate eligibility using any of the following documents under each category.

Applicants must demonstrate that they were excluded from both the federal stimulus checks and the COVID related unemployment assistance.

  • Applicants with bank accounts will be asked to provide bank statements for the following months: April & May of 2020, December 2020 & January 2021, and April 2021 & May 2021.
  • Applicants who do not have a bank account should still apply for the Fund and our eligibility workers will be in touch with you.

For your information, Federal Stimulus Checks (Coronavirus Stimulus Checks) were issued in 3 rounds as follows. Receipt of these benefits only applies to the applicant; therefore if another member of your household for example you child received this payment, it will not preclude you from applying as long as you did not receive either of these relief payments:

  • 1st Round: The first stimulus check, from The CARES Act would have arrived as early as mid-April 2020. The stimulus maxed out at $1,200 per person (with an extra $500 per dependent).
  • 2nd Round: The second round of stimulus payments from the Consolidated Appropriations Act, 2021 would have arrived starting Dec. 29, 2020. $600 per person, or $1,200 for married individuals, plus $600 for each qualifying child.
  • 3rd Round: The third round of stimulus payments from The American Rescue Plan, was sent March 31, 2021. Eligible individuals received a payment of $1,400 ($2,800 for married couples), plus an additional $1,400 per eligible child.

COVID Related Unemployment Assistance
Pandemic Unemployment Assistance (PUA) provides benefits for NJ workers who are:

  • not eligible for unemployment benefits in any state, including self-employed workers (independent workers, “gig” workers)
  • otherwise able and available to work except that they are unemployed, partially unemployed, or unable or unavailable to work due to a COVID-19 qualifying reason (you are sick, quarantined, or exposed, need to care for a family member or household member, you lost employment, have health and safety concerns), and

Applicants will also have to demonstrate that they have suffered an economic hardship due to COVID-19, such as a loss of income or COVID-related expenses, by providing one of the items listed below.

  • Reduced income/wages as a result of employment loss or hours reduction, or
    • Paystubs showing household income for 3-6 months, from any period since March 2020 (should demonstrate loss of income).
    • Notice from employer (Optional template available).
    • Bank statements that reflect a significant change in direct or manual deposits over the course of 3-6 months.

  • Inability to pay for basic costs such as housing costs and medical expenses, or
    • Proof of rental or utilities arrears.
    • Unpaid COVID related medical bills for doctor’s visits, hospitalization or medication for oneself or a family member.
    • Letter from Landlord that confirms hardship (Optional template available).

  • COVID illness or death of a household member
    • Funeral expenses related to a household member due to COVID-19.
    • Death certificate.
    • COVID related medical documentation. (Positive COVID test or hospitalization documentation)

Applicants will also have to demonstrate that their household income is at or below $55,000 by providing one of the items listed below.

  • Bank statements (Last 2 most recent months, showing annual income of less than $55,000)
  • Paystubs (Last 2 most recent months, showing annual income of less than $55,000)
  • Letter from Employer (Optional template available)
  • Award Letter from a Social Service Agency (example - Social Security or Veteran Affairs)

The definition of a household.

  • If someone lives with you and is dependent on your income (you pay their bills and support them), they are part of your household. For example, if you financially support a child or grandparent that lives with you, they count as part of your household.
  • If there are multiple employed people who support dependents, those incomes combined make your total household income. For example, if you make $16,000 and your spouse makes $14,000, then your total household income is $30,000.
  • If other roommates live in your home, but they’re financially independent (they pay their own bills), then they do not count as part of your household.

Applicants must present one document from List A or a combination of one (1) selection from list B and one (1) selection from List C to prove Identity and Residency. All applicants must be 18 yrs. of age and reside in the State of New Jersey.
