Speed Limits For State Roads

Route NJ 23
(a) The rate of speed designated for the certain parts of State Highway Route NJ 23 described in this subsection are hereby established and adopted as the maximum legal rate of speed:
1. In Essex County:
i. In the Township of Verona:
(1) For both directions of traffic:
(A) Zone 1: 30 MPH between Bloomfield Avenue (County Route 506) and Woodland Avenue (approximate mileposts 0.00 to 0.56); thence
(B) Zone 2: 35 MPH between Woodland Avenue and the southernmost Verona Township – Cedar Grove Township corporate line (approximate mileposts 0.56 to 0.60); thence
(2) For the northbound direction of traffic:
(A) Zone 1: 35 MPH between the southernmost Verona Township – Cedar Grove Township corporate line and the northernmost Verona Township – Cedar Grove Township corporate line (approximate mileposts 0.60 to 0.84); thence
ii. In the Township of Cedar Grove:
(1) For the southbound direction of traffic:
(A) Zone 1: 35 MPH between the southernmost Verona Township – Cedar Grove Township corporate line and the northernmost Verona Township – Cedar Grove Township corporate line (approximate mileposts 0.60 to 0.84); thence
(2) For both directions of traffic:
(A) Zone 1: 35 MPH between the northernmost Verona Township – Cedar Grove Township corporate line and Young Avenue, except for 25 MPH when passing through the Leonard R. Parks School zone (mileposts 1.73 to 1.91) during recess when the presence of children is clearly visible from the roadway or while children are going to or leaving school, during opening or closing hours (approximate mileposts 0.84 to 2.20); thence
(B) Zone 2: 40 MPH between Young Avenue and the Cedar Grove Township -  Little Falls Township corporate line (approximate mileposts 2.20 to 4.00); thence
2. In Passaic County:
NOTE: State Highway Route NJ 23 is coincident with State Highway Route US 202 approximate mileposts 6.82 to 8.94.
i. In the Township of Little Falls:
(1) For both directions of traffic:
(A) Zone 1: 35 MPH between the Cedar Grove Township – Little Falls Township corporate line and First Street (approximate mileposts 4.00to 4.28); thence
(B) Zone 2: 30 MPH between First Street and the Little Falls Township - Wayne Township corporate line (Passaic River) (approximate milepost 4.28 to 4.54); thence
ii. In the Township of Wayne:
(1) For the northbound direction of traffic:
(A) Zone 1: 40 MPH between the Little Falls Township—Wayne Township corporate line (Passaic River) and the Route I-80 Ramp B overpass (approximate mileposts 4.54 to 5.67); thence
(2) For the southbound direction of traffic:
(A) Zone 1: 40 MPH between the Little Falls Township — Wayne Township corporate line and the North Leg (Entrance to Willow Brook Mall) (approximate mileposts 4.54 to 4.86; thence
(B) Zone 2: 30 MPH between the North Leg (Entrance to Willowbrook Mall) and the Route US 46 Eastbound Ramp (approximate mileposts 4.86 to 5.32);
(C) Zone 3: 40 MPH between the Route US 46 Eastbound Ramp and the Route I-80 Ramp B overpass (approximate mileposts 5.32 to 5.67); thence
(3) For both directions of traffic:
(A) Zone 1: 55 MPH between the Route I-80 Ramp B overpass and the northerly intersection with Route US 202 (approximate mileposts 5.67 to 8.94); thence
NOTE: Route NJ 23 is coincident with Route US 202 (approximate mileposts 62.95 to 65.07) from approximate mileposts 6.82 to 8.94. 
(B) Zone 2: 40 MPH between the northerly intersection of Route US 202 and the Wayne Township — Pequannock Township corporate line (approximate mileposts 8.94 to 9.48); thence

iii. In the Township of West Milford:
(1) For both directions of traffic:
(A) Zone 1: 50 MPH between the southernmost Kinnelon Borough – West Milford Township corporate line and 2,300 feet north of High Crest Drive (approximate mileposts 16.99 to 17.61); thence
(B) Zone 2: 55 MPH between the Macopin River and Union Valley Road (County Route 513) (approximate mileposts 19.49 to 21.84); thence
(C) Zone 3: 55 MPH between Oak Ridge Road (County Route 699) and the West Milford Township – Jefferson Township corporate line 2,590 feet south of Canistear Road (approximate mileposts 22.87 to 25.31); thence

(D) Zone 4: 66 MPH between the Jefferson Township – West Milford Township corporate line 1,480 feet south of Canistear Road and the northernmost West Milford Township – Jefferson Township corporate line (approximate mileposts 25.52 to 26.20); thence
(2) For the northbound direction of traffic:
(A) Zone 1: 40 MPH between 2,300 feet north of High Crest Drive and the Macopin River (approximate mileposts 17.61 to 19.49); thence
(B) Zone 2: 55 MPH between Union Valley Road (County Route 513) and the southernmost West Milford Township – Jefferson Township corporate line (approximate mileposts 21.84 to 21.94); thence
NOTE: See Morris County below for speed limits from approximate northbound mileposts 21.94 to 22.54 (including the 8 crossings of Route NJ 23 northbound by the West Milford corporate line).
(C) Zone 3: 55 MPH between the Jefferson Township – West Milford Township corporate line 370 feet south of Clinton Road and Oak Ridge Road (County Route 699) (approximate mileposts 22.54 to 22.87); thence
(3) For the southbound direction of traffic:
(A) Zone 1: 50 MPH between 2,300 feet north of High Crest Drive and the West Milford Township – Kinnelon Borough corporate line 100 feet north of Germantown Road (approximate mileposts 17.61 to 18.20); thence

(B) Zone 2: 50 MPH between the northernmost Kinnelon Borough – West Milford Township corporate line and the Macopin River (approximate mileposts 19.40 to 19.49); thence
(C) Zone 3: 50 MPH between Union Valley Road (County Route 513) and the southernmost West Milford Township – Jefferson Township corporate line (approximate mileposts 21.84 to 21.94); thence

ii. In the Borough of Riverdale:
(1) For both directions of traffic:
(A) Zone 1: 50 MPH between the Pequannock Township – Riverdale Borough corporate line and Wind Beam Road (approximate mileposts 12.27 to 12.48); thence
(B) Zone 2: 50 MPH between Cutlass Road and the Riverdale Borough – Kinnelon Borough corporate line (approximate mileposts 13.64 to 14.26); thence
(2) For the northbound direction of traffic:
(A) Zone 1: 50 MPH between Wind Beam Road and Cutlass Road (approximate mileposts 12.48 to 13.64); thence
(3) For the southbound direction of traffic:
(A) Zone 1: 45 MPH between Wind Beam Road and Cutlass Road (approximate mileposts 12.48 to 13.64); thence
iii.  In the Borough of Kinnelon:
(1) For both directions of traffic:
(A) Zone 1: 50 MPH between the Riverdale Borough – Kinnelon Borough corporate line and the southernmost Kinnelon Borough – Butler Borough corporate line (approximate mileposts 14.26 to 14.54); thence
(B) Zone 2: 50 MPH between the northernmost Butler Borough – Kinnelon Borough corporate line and the southernmost Kinnelon Borough – West Milford Township corporate line (approximate mileposts 16.69 to 16.99); thence
(2) For the southbound direction of traffic:
(A) Zone 1: 50 MPH between the West Milford Township – Kinnelon Borough corporate line 100 feet north of Germantown Road and the northernmost West Milford Township – Kinnelon Borough corporate line (approximate mileposts 18.20 to 19.40); thence

iv.  In the Borough of Butler:
(1) For both directions of traffic:
(A) Zone 1: 50 MPH between the southernmost Kinnelon Borough – Butler Borough corporate line and the northernmost Kinnelon Borough – Butler Borough corporate line (approximate mileposts 14.54 to 16.69); thence

v.  In the Township of Jefferson:
(1) For the northbound direction of traffic:
(A)  Zone 1: 55 MPH between the southernmost West Milford Township – Jefferson Township corporate line and the Jefferson Township – West Milford Township corporate line 370 feet south of Clinton Road (including the 8 crossings of Route NJ 23 northbound by the West Milford Township corporate line) (approximate mileposts 21.94 to 22.54); thence 
(2) For the southbound direction of traffic:
(A)  Zone 1: 50 MPH between the southernmost West Milford Township – Jefferson Township corporate line and the Jefferson Township – West Milford Township corporate line 370 feet south of Clinton Road (approximate mileposts 21.94 to 22.54); thence

(3) For both directions of traffic:

(B) Zone 2: 55 MPH between the northernmost West Milford Township – Jefferson Township corporate line and the Jefferson Township – Hardyston Township corporate line (approximate mileposts 26.20 to 26.60); thence
4. In Sussex County:
i. In the Township of Hardyston:
(1) For both directions of traffic:
(A) Zone 1: 55 MPH between the Jefferson Township – Hardyston Township corporate line and Stockholm Vernon Road (County Route 515) (approximate mileposts 26.60 to 26.87); thence
(B) Zone 2: 50 MPH between Stockholm Vernon Road (County Route 515) and 1,300 feet south of Holland Mountain Road (approximate mileposts 26.87 to 27.05); thence
(C) Zone 3: 45 MPH between 1,300 feet south of Holland Mountain Road and the Hardyston Township - Franklin Borough corporate line (approximate mileposts 27.05 to 31.37); thence
(D) Zone 4: 35 MPH between the Hamburg Borough – Hardyston Township corporate line and the road to RAIA Industries (approximately 1,320 feet north of the Hamburg Borough – Hardyston Township corporate line) (approximate mileposts 36.02 to 36.27); thence
(E) Zone 5: 40 MPH between the road to RAIA Industries (approximately 1,320 feet north of the Hamburg Borough – Hardyston Township corporate line) and the Hardyston Township – Wantage Township corporate line (approximate mileposts 36.27 to 36.61); thence
ii. In the Borough of Franklin:
(1) For both directions of traffic:
(A) Zone 1: 40 MPH between the Hardyston Township - Franklin Borough corporate line and 1,100 feet north of Munsonhurst Road (County Route 517) (approximate mileposts 31.37 to 31.86); thence
(B) Zone 2: 35 MPH between 1,100 feet north of Munsonhurst Road (County Road 517) and Mabie Street, except for 25 MPH when passing through the Franklin Elementary School zone while "25 MPH When Flashing" signs are operating during recess or while children are going to or leaving school, during opening or closing hours (approximate mileposts 31.86 to 33.40); thence
(C) Zone 3: 40 MPH between Mabie Street and the Franklin Borough - Hamburg Borough corporate line (approximate mileposts 33.40 to 34.31); thence
iii. In the Borough of Hamburg:
(1) For both directions of traffic:
(A) Zone 1: 35 MPH between the Franklin Borough - Hamburg Borough corporate line and the Hamburg Borough - Hardyston Township corporate line, except for 25 MPH when passing through the Hamburg Public School zone, during recess when the presence of children is clearly visible from the roadway or while children are going to or leaving school, during opening or closing hours (approximate mileposts 34.31 to 36.02); thence
iv. In the Township of Wantage:
(1) For both directions of traffic:
(A) Zone 1: 50 MPH between the Hardyston Township – Wantage Township corporate line and Cemetery Road (southernmost intersection) (approximate mileposts 36.61 to 37.30); thence
(B) Zone 2: 45 MPH between Cemetery Road (southernmost intersection) and Glenwood Road (County Route 565) (approximate mileposts 37.30 to 38.52); thence
(C) Zone 3: 40 MPH between Glenwood Road (County Route 565) and the southernmost Wantage Township – Sussex Borough corporate line (approximate mileposts 38.52 to 39.50); thence
(D) Zone 4: 40 MPH between the northernmost Sussex Borough – Wantage Township corporate line and Ryan Road (approximate mileposts 40.58 to 41.41); thence
(E) Zone 5: 50 MPH between Ryan Road and Colesville Lusscroft Road (County Route 519) except for 35 MPH when passing through the Wantage School Zone (approximate mileposts 41.69 to 41.91) during recess when the presence of children is clearly visible from the roadway or while children are going to or leaving school during opening or closing hours (approximate mileposts 41.41 to 45.04); thence
(F) Zone 6: 35 MPH between Colesville Lusscroft Road (County Route 519) and Hankins Road (approximate mileposts 45.04 to 46.26); thence
(G) Zone 7: 45 MPH between Hankins Road and Greenville Road (County Route 519) (approximate mileposts 46.26 to 47.26); thence
(H) Zone 8: 40 MPH between Greenville Road (County Route 519) and the Wantage Township – Montague Township corporate line (approximate mileposts 47.26 to 48.37); thence
v.  In the Borough of Sussex:

(A) Zone 1: 35 MPH between the southernmost Wantage Township – Sussex Borough corporate line and the northernmost Sussex Borough – Wantage Township corporate line (approximate mileposts 39.50 to 40.58); thence
vi.  In the Township of Montague:
