Methods of Administration (MOA) Civil Rights Compliance Review Program

The United States Department of Education (ED), Office for Civil Rights (OCR) oversees the Methods of Administration (MOA) Program in States and territories of the United States. The purpose of the MOA Program is to ensure that all students enrolled in comprehensive high school districts, county vocational-technical school districts, and community colleges have equal access to high-quality CTE programs of study (POS) regardless of race, color, national origin, sex, or disability status. The responsibilities under the MOA program are set forth in Guidelines for Eliminating Discrimination and Denial of Services on the Basis of Race, Color, National Origin, Sex, and Disability in Vocational Education Programs (referred to hereinafter as the “Guidelines” and accessible via 34 C.F.R. Part 100, Appendix B and 34 C.F.R. Part 106, Appendix A).
