Career and Technical Education – Data Management System (CTE-DMS) Overview

The CTE-DMS is designed to provide the New Jersey Department of Education (NJDOE), secondary school districts, and postsecondary institutions with a centralized platform to view, manage, and update various submissions required for the administration of Career and Technical Education (CTE). The system serves as a mechanism for districts to submit CTE program of study applications to the NJDOE Office of Career Readiness and for postsecondary institutions to submit Perkins-mandated data. These components are essential for meeting the requirements for Perkins V funding in accordance with federal and state laws and regulations.

Application Timeline

  • Program of Study Submission: The CTE-DMS portal will open for new and reapproval CTE program of study application submissions from May 1 to October 31. 
  • Application Reviews: The Office of Career Readiness will conduct application reviews from May 1 to December 15. 
  • Portal Closure: The CTE-DMS portal will close for all submissions from January 1 to April 30. 
  • CTE Program Deletions: The CTE-DMS portal will open for program deletions from August 1 to December 15. 

Each CTE program of study application is reviewed at three separate levels.  For a program of study to be eligible for Perkins funding, applications must be approved at all levels by December 15.

Setting Up an Account for the CTE-DMS

Every district is required to designate a New Jersey Homeroom Administrator. This individual is authorized to assign user accounts and passwords for the various data collection systems housed within the New Jersey Homeroom platform, including the CTE-DMS. District staff should consult the Homeroom Administrator List to identify their district-assigned New Jersey Homeroom Administrator for access requests. 

Chief School Administrators should verify with their district New Jersey Homeroom Administrator to ensure that their county district school (CDS) record is accurate.  This includes the correct spelling of their name and that they are properly designated as the Chief School Administrator. Inaccurate information or the existence of multiple CDS records can result in failed submission of applications through the CTE-DMS. 

Logging into the CTE-DMS

  1. Navigate to the NJ Homeroom portal.
  2. Select the link to the CTE-DMS.
  3. Use the 4-digit district ID, user ID, and password assigned by the district Homeroom Administrator to login.
