Official Site of The State of New JerseyPursuant to P.L. 2020 c. 145, Horizon Healthcare Services, Inc., doing business as Horizon Blue Cross Blue Shield of New Jersey ("HBCBSNJ") has filed an application with the New Jersey Department of Banking and Insurance ("NJDOBI") to form a mutual holding company system. The law required the Commissioner of the department to review the application for completeness.
The Commissioner deemed the application complete on September 22, 2022. As required by the law, NJDOBI held public hearings on the application, in which comments from the public were received either orally or in writing. This web site will be updated with further information as it becomes available.
