Crisis counselors are trained to assess an individual's or family's need for referral to additional disaster relief services or mental health or substance abuse treatment.  Crisis counselors refer survivors experiencing several reactions to the appropriate level of care.  Survivors also may be referred to other disaster relief resources to meet a wide range of physical, structural, or economic needs.
