Ukrainian Humanitarian Parole
Ukrainians that arrived through Uniting for Ukraine (U4U) or were paroled at the border between February 24, 2022 and September 30, 2023 have Ukrainian Humanitarian Parole (UHP) status. Effective April 24, 2024, eligible Ukrainians and other displaced individuals paroled into the United States between October 1, 2023 and September 30, 2024 can receive ORR-funded resettlement assistance and benefits, under the Ukraine Security Supplemental Appropriations Act, 2024.

These benefits include cash assistance through Temporary Assistance for Needy Families (TANF) or the Refugee Cash Assistance (RCA) program, Medicaid health insurance through NJ FamilyCare, and food assistance through New Jersey’s Supplemental Nutrition Assistance Program (NJSNAP). Eligibility for these programs depends on a variety of factors, including income level and household composition. Ukrainian humanitarian parolees may also be eligible for other resettlement services such as, employment preparation, job placement, case management, and English language training, through the Office of Refugee Resettlement (ORR) and provided by local agencies.
