Restricted Parking and Stopping

Route NJ 3
(a) The certain parts of State Highway Route NJ 3 described in this section are designated and established as "no stopping or standing" zones where stopping or standing is prohibited at all times, except in areas covered by other parking restrictions adopted in accordance with the Administrative Procedure Act, NJSA 52:14B-1 et seq., and NJAC 1:30.  In accordance with the NJSA 39:4-198, proper signs shall be erected to notify the motoring public.
1. In Passaic County:
i. In the City of Clifton:
(1) No stopping or standing along both sides:
(A) For the entire length within the corporate limits, including all ramps and connections thereto, which are under the jurisdiction of the Commissioner of Transportation; except in areas covered by other approved parking restrictions.
2. In Bergen County:
i.  In the Borough of Rutherford:
(1) No stopping or standing along both sides:
(A) For the entire length within the corporate limits, including all ramps and connections thereto, which are under the jurisdiction of the Commissioner of Transportation; except in areas covered by other approved parking restrictions.
ii. In the Borough of East Rutherford:
(1) No stopping or standing along both sides:
(A) For the entire length within the corporate limits, including all ramps and connections thereto, which are under the jurisdiction of the Commissioner of Transportation; except in areas covered by other approved parking restrictions.
3. In Hudson County:
i. In the Town of Secaucus:
(1) No stopping or standing along both sides:
(A) For the entire length within the corporate limits, including all ramps and connections thereto, which are under the jurisdiction of the Commissioner of Transportation; except in areas covered by other approved parking restrictions.
ii.  In the Township of North Bergen:
(1) No stopping or standing along both sides:
(A) For the entire length within the corporate limits, including all ramps and connections thereto, which are under the jurisdiction of the Commissioner of Transportation; except in areas covered by other approved parking restrictions.
(b) The certain parts of State Highway Route NJ 3 described in this subsection are designated and established as "no parking" zones where parking is prohibited at all times. In accordance with the provisions of NJSA 39:4-199, permission is granted to erect appropriate signs at the following established bus stops:
1. In Passaic County:
i. In the City of Clifton:
(1) Mid-block bus stops along the eastbound (southerly) side:
(A) Beginning 230 feet east of the center line of the Hepburn Road Overpass and extending 135 feet easterly therefrom.
(B) Beginning 1,650 feet west of the center line of the Passaic Avenue Overpass and extending 135 feet westerly therefrom.
(C) Beginning at a point 1,615 feet east of the easterly curb line of Main Street (CR# 601) and extending 155 feet easterly therefrom. (east of the entrance of Clifton Commons a/o Utility Pole No. 70549C).
(2) Mid-block bus stops along the westbound (northerly) side:
(A) Beginning 154 feet east of the center line of Hepburn Road Overpass and extending 135 feet westerly therefrom.
(3) Near side bus stops along the westbound (northerly) side:
(A) Donnalin Place (Notch Road) 105 feet  measured from the curb line of the intersecting street.
