Identification of Preschool Students as Multilingual Learners

For Preschool Students:

Step 1: Complete the home language survey. If yes to another language other than English, then go to Step 2.

Step 2: Conduct a Record Review (e.g., informal interview with parent or student). If ‘No’ was answered to either Indicator 1 or 2 (on Identification of Multilingual Learners, Step 2: Record Review), the student may be identified as a multilingual learner; there is no testing at the preschool grade level.

Step 2a: The student is identified a preschool multilingual learner (PreK-3 to PreK-5).

Step 3: Administer the ELP assessment for identification prior to the start of the multilingual learner’s Kindergarten year.

  • Student scores below 4.5, then the student continues as a multilingual learner.
  • Student scores 4.5 or above, the student is no longer identified as a multilingual learner and is exited from multilingual learner status.

Preschool Multilingual Learners

  • Amendments to the Chapter include the identification of preschool age students as multilingual learners.

    Chapter 15 applies only to LEAs that have a NJDOE approved preschool program as per New Jersey Administrative Code, Chapter 13A – Elements of High Quality Preschool Programs.

  • LIEPs in Preschool

    All LEAs shall provide appropriate instructional programs to eligible preschool multilingual learners based on the New Jersey Preschool Program Implementation Guidelines and the New Jersey Preschool Teaching and Learning Standards of Quality, pursuant to N.J.A.C. 6A:13A, Elements of High-Quality Preschool Programs. A program that meets the New Jersey Preschool Teaching and Learning Standards of Quality and is approved, pursuant to N.J.A.C. 6A:13A, will be considered a preschool LIEP.
