Identification of Preschool Students as Multilingual Learners

For Preschool Students:

Step 1: Complete the home language survey. If yes to another language other than English, then go to Step 2.

Step 2: Conduct a Record Review (e.g., informal interview with parent or student). If ‘No’ was answered to either Indicator 1 or 2 (on Identification of Multilingual Learners, Step 2: Record Review), the student may be identified as a multilingual learner; there is no testing at the preschool grade level.

Step 2a: The student is identified a preschool multilingual learner (PreK-3 to PreK-5).

Step 3: Administer the ELP assessment for identification prior to the start of the multilingual learner’s Kindergarten year.

  • Student scores below 4.5, then the student continues as a multilingual learner.
  • Student scores 4.5 or above, the student is no longer identified as a multilingual learner and is exited from multilingual learner status.
