Under the rules of Workforce Pell, the Governor of each state reviews programs for compliance with a set of standards and recommends those programs for approval to the U.S. Education Department (USED). USED conducts its own final review and transmits approval directly to the providers. Programs become eligible for participation in Workforce Pell when approved by USED.
