Hispanic Heritage Month, which is held every September, actually began as a week-long observance. In the late 1960s, California Congressman George E. Brown—who represented East Los Angeles—sought national recognition for both the predominantly Hispanic and Latino communities he served and the vital role these communities have played throughout American history. Congressman Brown introduced his proposal in June 1968, and on September 17, 1968, Congress passed Public Law 90-48. The law authorized and officially requested the president issue annual proclamations declaring September 15 and 16 the beginning of National Hispanic Heritage Week. President Lyndon B. Johnson signed the law into action that same day.
