The Division of Property Management and Construction (DPMC) will conduct a mini-bid process on behalf of, and in conjunction with, any State agency wishing to use the T3104 Solar PPA term contract to select a contractor from the established pool of contractors for the installation and operation of a contractor-owned Solar Photo-voltaic (PV) System. Under these projects, the price paid by the Using Agency is for energy only. The solar panels, wiring, interconnection, and the rest of the system will be owned by the Contractor, and the building owner/Using Agency will pay only for the energy generated by the system. The Power Purchase Agreement (PPA), is the agreement by the Using Agency to purchase electrical power from the Contractor for 20 years. The PPA shall be completed by the Using Agency and the Contractor with help and oversight by the State Contract Manager.
