Working in concert with each other, the agencies below represent a robust and comprehensive effort to ensure responsible development of offshore wind that delivers significant economic opportunities and environmental benefits to New Jersey, and helps the state reach its clean energy goals.

NJBPU

The New Jersey Board of Public Utilities (NJBPU) is the state agency with authority to oversee the regulated utilities which provide critical services such as electricity, water, natural gas, telecommunications, and cable television. The NJBPU solicits, evaluates and awards offshore wind power on behalf of the State and ensures that awarded offshore wind projects align with state policies and objectives.

NJDEP

The New Jersey Department of Environmental Protection (NJDEP) is responsible for ensuring that natural resources are protected and that development occurs consistent with overarching statutes and regulations, through a comprehensive permitting process. NJDEP manages the New Jersey Research & Monitoring Initiative, which focuses on regional research and monitoring of marine and coastal resources during offshore wind development, construction, operation, and decommissioning.

NJEDA

The New Jersey Economic Development Authority (NJEDA) is charged with building the offshore wind supply chain in NJ to help drive economic benefits to the state. NJEDA is responsible for offshore wind sector business attraction and engagement, running the Wind Institute for Innovation and Training to implement workforce development and research programs, and the development of the New Jersey Wind Port, a major infrastructure project in Salem County to support turbine component manufacturing and final assembly.

The New Jersey Department of Labor and Workforce Development’s Industry Partnerships Unit is a vehicle for mobilizing business leaders from specific regions and sectors, to collaborate with public partners in resolving workforce, economic and education challenges impacting New Jersey industries, including offshore wind. Industry Partnerships build bridges between businesses and public agencies, promoting business growth with the assistance of public resources. The success of the partnerships depends on business leaders being open and candid about their needs, and public partners, such as government agencies, colleges, training providers, and community groups, working in tandem to respond.

OSHE

The Office of the Secretary of Higher Education (OSHE) supports the role New Jersey higher education plays in cultivating the talent and expertise needed to advance the state’s offshore wind industry. By supporting innovative industry partnerships with in-state colleges and universities to develop and expand training programs and career-relevant learning opportunities for students, OSHE works to accelerate the development of a robust and diverse offshore wind workforce and to ensure equitable opportunities for residents to participate in the emerging green economy. Through the Wind Institute Fellowship Program and other grants providing support for student-led projects and the development of industry-recognized expertise, OSHE also champions research and innovation in the sector.
