Howell Park and Ride
Certain parts of the NJ Transit facility known as the Howell Park and Ride, located in the Township of Howell in Monmouth County, are under New Jersey Department of Transportation jurisdiction.  Traffic within the transit center is hereby controlled by the following regulations:
(a) All vehicles must park in designated areas and between the lines provided within the park and ride.
(b) The certain parts of the park and ride described in this subsection are hereby designated and established as “no stopping or standing” zones, where stopping or standing is prohibited at all times:
(1) No stopping or standing along both sides:
(A) Along West End Lane for its entire length.
(B) Along Wyckoff Mills Road Entrance for its entire length.
(c) The certain parts of the park and ride described in this subsection are hereby designated and established as “handicapped parking” areas for the use of persons who have been issued special vehicle identification cards by the Motor Vehicle Commission in accordance with the provisions of NJSA 39:4-197.5:
(1) Handicapped Parking:
(A) Within the designated parking areas as indicated on the site plan, during all hours.
(d) The certain parts of the park and ride described in this subsection are hereby designated and established as “reserved parking” areas, where parking is permitted as described:
(1) Reserved Parking:
(A) Within the designated parking areas as indicated on the site plan.  All vehicles that are granted specialty parking such as; police vehicles, ambulances, teachers, etc. must be properly identified.
(e) The certain parts of the park and ride described in this subsection are hereby designated as through streets, where stop signs are installed on the near right side of each street intersecting the through street except where yield signs are provided for in the designation:
(1) Through streets for both directions of traffic:
(A) Along West End Lane for its entire length.
(B) Along East End Lane between Lane “C” and Lane “G”.
(f) The certain parts of the park and ride described in this subsection are hereby designated as stop intersections:
(1) Stop signs shall be installed:
(A) At the intersection of Lane “B” and East End Lane for traffic traveling along Lane “B”.
(B) At the intersection of East End Lane (both approaches) and Lane “C” for traffic traveling along East End Lane (both approaches).
(g) The certain parts of the park and ride described in this subsection are hereby designated for one way traffic:
(1) One-way streets in the westbound direction:
(A) Along Wyckoff Mills Road between the westerly curb line of Wyckoff Mills Road and East End Lane.
(2) One-way streets in the northbound (counterclockwise) direction:
(A) Along West End Lane for its entire length.
(h) The rate of speed designated for the certain parts of the park and ride described in this subsection are hereby established and adopted as the maximum legal rate of speed:
(1) For both directions of traffic:
(A) Zone 1: 15 MPH along all roadways and parking lots within the entire complex.
(i) The certain parts of the park and ride described in this subsection are hereby designated and established as “tow-away zones”, where any vehicle parked or standing may be removed by towing the vehicle at the owners or operators expense:
(1) Tow-Away Zones:
(A) Any vehicles parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exit ways, loading zones, oil fills, any grassy area, pedestrian walkway, or present in any way a safety or traffic hazard.
(j) The certain parts of the park and ride described in this subsection are hereby designated and established as loading zones, where parking is prohibited at all times except for the loading or unloading of passengers:
(1) Loading zones along the west side:
(A) Along West End Lane in front of the overhang of the bus canopy as indicated on the site plan.
(k) The certain parts of the park and ride described in this subsection are hereby designated and established as “no parking bus stop” zones, where the parking of any vehicle other than omnibuses, picking up or discharging passengers, is prohibited at all times:
(1) Far side bus stops along the northbound (easterly) side:
(A) Along Bus Lane beginning at the northerly curb line of Entrance Driveway and extending 120 feet northerly therefrom.
