A regular meeting of the Civil Service Commission was held on Wednesday, February 7, 2024, at 10:00 a.m., in Trenton, New Jersey.
PRESENT: Allison Chris Myers, Chairperson; Members Daniel O’Mullan and Christina Mongon; Levi Klinger Christiansen, Deputy Attorney General; Nicholas F. Angiulo, Director, Division of Appeals and Regulatory Affairs; Annemarie Ragos, Commission Secretary. All individuals listed participated via teleconference.
In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:
Notice of this meeting was filed with the Secretary of State and sent to the Trentonian, Trenton Times, Courier-Post and Star Ledger on November 22, 2023, and posted at the Civil Service Commission, 3 Station Plaza, Trenton, New Jersey.
All actions were by unanimous vote unless otherwise specified.

WITHDRAWAL OF APPEALS
The following appeals were withdrawn and removed from the hearing calendar:

A-2 ANDREW ECKERT – CSC DOCKET NO. 2023-567
Andrew Eckert, Police Officer, Pleasantville, Police Department, removal, effective January 26, 2022, on charges of conduct unbecoming a public employee, neglect of duty and other sufficient cause.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-3 JASMINE GOVENS – CSC DOCKET NO. 2023-220
Jasmine Govens, Senior Correctional Police Officer, South Woods State Prison, Department of Corrections, removal, effective July 20, 2023, on charges of conduct unbecoming a public employee and other sufficient cause.
Recommendation of the Administrative Law Judge – Reverse the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-4 KRISTIN HYMAN – CSC DOCKET NO. 2018-2475
Kristin Hyman, Sheriff’s Officer, Hudson County, Sheriff’s Department, removal, effective February 1, 2018, on charges of on charges of conduct unbecoming a public employee, neglect of duty and other sufficient cause.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
SECTION B – MISCELLANEOUS MATTERS
B-1 C.F. – CSC DOCKET NO. 2022-2005
C.F. appeals his rejection as a Police Officer candidate by Florence Township and its request to remove his name from the eligible list for Police Officer (S9999A) on the basis of psychological unfitness to perform effectively the duties of the position.
ACTION: The Civil Service Commission directed that this appeal be dismissed as moot.
B-2 M.N. – CSC DOCKET NO. 2024-574
M.N. appeals the decision to remove his name from the Parole Officer Recruit (S0232D), State Parole Board eligible list on the basis of an unsatisfactory background report.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-3 NALINI AMMANAMANCHI – CSC DOCKET NO. 2024-1130
Nalini Ammanamanchi appeals the bypass of her name on the Administrative Analyst 4, Accounting (PS7912N), Department of Labor and Workforce Development eligible list.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-4 CHRISTINA BELL – CSC DOCKET NO. 2023-2897
Christina Bell appeals various items on the examination for County Correctional Police Captain (PC5691D), Essex County.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-5 KIM CLARKE, ET AL. – CSC DOCKET NOS. 2023-2941, ET AL.
Kim Clarke, Michael Kostbar, Michael Mann, Frank Martinez, Lanisha Moore and Carmelo Musarra appeal the examination for Correctional Police Lieutenant (PS0085I), Department of Corrections.
ACTION: The Civil Service Commission directed that these appeals be denied.

Christopher Curko appeals his score on the promotional examination for Battalion Fire Chief (PM3380C), Hoboken.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-7 GREGORY FERRANTE – CSC DOCKET NO. 2023-2050
Gregory Ferrante appeals his score on the promotional examination for Battalion Fire Chief (PM3380C), Hoboken.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-8 QIAN HALL – CSC DOCKET NO. 2023-2888
Qian Hall appeals his score for the physical performance portion of the examination for Fire Fighter (M1867W), Pleasantville.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-9 T.F. – CSC DOCKET NO. 2024-148
T.F., a Senior Correctional Police Officer with the Department of Corrections, appeals the determination of the Director, Equal Employment Division and Ethics Unit, that her allegations do not implicate the New Jersey State Policy Prohibiting Discrimination in the Workplace.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-10 ANTHONY SEMPKOWSKI – CSC DOCKET NO. 2023-2656
Anthony Sempkowski, an Investigator 1 New Jersey Motor Vehicle Commission, represented by Brian Largey, Esq., requests to reinstate the appeal of his removal, effective August 31, 2022, which was dismissed on the basis of his failure to appear at the October 10, 2023, prehearing telephone conference at the Office of Administrative Law.
ACTION: The Civil Service Commission directed that this request be granted.
B-11 RODNEY WILLIAMS – CSC DOCKET NO. 2024-1217
Plainfield, represented by John P. Harrington, Esq., requests that the eligible list for Battalion Fire Chief (PM2163W) be revived to effectuate Rodney Williams’ retroactive appointment.
ACTION: The Civil Service Commission directed that this request be granted.
B-12 PROGRAM SPECIALIST 3 SOCIAL/HUMAN SERVICES (S1086D), STATEWIDE– CSC DOCKET NO. 2024-182
Ancora Psychiatric Hospital, Department of Health, requests permission not to make an appointment from the June 12, 2023 certification for Program Specialist 3 Social/Human Services (S1086D), Statewide.
ACTION: The Civil Service Commission granted the appointment waiver and deferred selection costs.
B-13 SOCIAL/FAMILY SERVICES WORKER TRAINEE – CSC DOCKET NO. 2024-1424
The Communications Workers of America, AFL-CIO, District 1, represented by Richard A. Dann, Staff Representative, on behalf of its members, appeals the Division of Agency Services’ determination that Essex County’s use of the Social/Family Service Worker Trainee title is appropriate.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-14 COMPLIANCE OFFICER TRAINEE, MVC – CSC DOCKET NO. 2024-1529
The Division of Agency Services requests the establishment of the noncompetitive title of Compliance Officer Trainee, MVC in accordance with N.J.A.C. 4A:3-1.2.
ACTION: The Civil Service Commission directed that this request be granted.
B-15 DEAF AND HARD OF HEARING SPECIALIST TRAINEE – CSC DOCKET NO. 2024-1532
The Division of Agency Services requests the creation of the noncompetitive title of Deaf and Hard of Hearing Specialist Trainee in accordance with N.J.A.C. 4A:3-1.2.
ACTION: The Civil Service Commission directed that this request be granted.
