Proposed movement from the ‘competitive’ to ‘noncompetitive’ class of service

The New Jersey Civil Service Commission continues to evaluate titles that are appropriate for reallocation from the competitive to the noncompetitive class of service. These actions will provide local agencies with the flexibility and timeliness needed to meet their staffing needs.

The CSC plans to reallocate the title Forensic Scientist 1 (01592) from the competitive to the non-competitive class of service.  This title has been identified for reallocation based on the criteria defined in N.J.A.C. 4A:3-1.2.

Competitive testing is not practicable due to the nature of the knowledge, skills, and abilities associated with the job.  It has been demonstrated that current evaluation methods do not consider the specialized experience and educational qualifications mandated by the FBI’s Quality Assurance Standards.

Questions or comments about this process should be directed to Kristin Smith, Manager, Classification & Compensation Unit, Division of Agency Services, CSC at Kristin.Smith@csc.nj.gov.  All submissions must be received no later than July 1, 2025.
