MORRIS TOWNSHIP – New Jersey Housing and Mortgage Finance Agency (NJHMFA) staff today joined local officials to celebrate the opening of Carlton Supportive Housing, which will provide a permanent home for four homeless residents. The project received financing from NJHMFA’s Special Needs Housing Trust Fund.

The $642,200 project, developed by Homeless Solutions Inc. (HSI), consists of a newly built two-story, two-family home on a formerly vacant lot. Each floor has a two-bedroom apartment with living and dining rooms, kitchen, laundry room, and a full bathroom that is ADA compliant. The home also has front and rear porches.

Carlton Supportive Housing, which is in a residential neighborhood, is in walking distance of pharmacies, grocery stores, hospitals, doctors’ offices, schools, parks, and other recreational activities.

NJHMFA awarded $227,875 to the project from its Special Needs Housing Trust Fund, which provides capital financing to create permanent supportive housing and community residences for individuals with special needs, with priority given to individuals with mental illness.

Additional funding for the project included $159,610 from the Morris County HOME program, which provides grants to localities, often in partnership with local nonprofit groups, to fund activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership. The project also received $75,000 from The Hyde and Watson Foundation, $66,890 from TD Bank Foundation, $50,000 from the Morris Township Affordable Housing Trust Fund, and sponsor’s equity. Furthermore, the project has a commitment of four project-based vouchers through the Morris County Continuum of Care. The vouchers will provide rental assistance for residents who live at Carlton Supportive Housing.

“Carlton Supportive Housing provides homeless individuals with much-needed stability through permanent housing and a place to call home,” said Lt. Governor Sheila Y. Oliver, commissioner of the New Jersey Department of Community Affairs (DCA) and chairwoman of the NJHMFA board. “Congratulations to everyone involved in bringing this special home to fruition.”

HSI provides social services to help residents live independently, including ongoing support for their daily living and special needs. Services include on-site case management, access to health care and other treatment services, and connections to mainstream resources such as childcare services, government/social service benefits, and educational workshops.

“Carlton Supportive Housing is providing crucial assistance to people in need,” said NJHMFA Executive Director Charles A. Richman. “NJHMFA is committed to expanding supportive housing throughout the state for all vulnerable residents.”

HSI is a private, nonprofit organization with 35 years of experience in meeting the needs of those affected by homelessness in Morris County. Their mission is to offer shelter, services, and supportive housing to homeless and low-income people. HSI runs four shelter programs and a transitional housing program to help individuals develop skills to successfully return to independent living.

NJHMFA, an affiliate of DCA, has been a leader in the creation and rehabilitation of nearly 100,000 affordable housing opportunities for families, seniors, and special needs residents statewide through its loan financing and bond programs; mortgage, down payment and closing costs assistance; and the award of federal Low Income Housing Tax Credits.
