Safeguarding Tomorrow through Ongoing Risk Mitigation Revolving Loan Fund Program

Proposed Priority System, Intended Use Plan, and Project Proposal List for Federal Fiscal Year 2024 / State Fiscal Year 2025

The Federal Emergency Management Agency announced a $500 million FFY2024 / SFY2025 STORM RLF Program with maximum awards of $150 million.

This funding opportunity allows New Jersey to obtain an additional grant to complement the $6,462,963 received in the FFY2023 STORM RLF award to capitalize revolving loan funds which may be used to provide loans to finance various types of hazard mitigation projects to reduce risks from natural hazards and disasters. Through the STORM RLF Program, NJOEM and the I-Bank will use these capitalization grants to establish a revolving loan fund from which they will provide loans to local governments for projects and activities that mitigate the impacts of drought, intense heat, severe storms (including hurricanes, tornadoes, wind storms, cyclones, and severe winter storms), wildfires, floods, earthquakes, and other natural hazards. Eligible activities may include the construction or modification of natural or built infrastructure to increase resilience and reduce the risk of harm.

Additionally, NJOEM is soliciting ideas from local governments to assist with the development of a list of eligible hazard mitigation projects.
