Anchor Program — Eligible New Jersey homeowners and renters under 65 and not collecting Social Security disability benefits may have their ANCHOR applications filed on their behalf by the Division. We sent Anchor Benefit Confirmation Letters on August 13, 2025. If you received a letter and need to change your banking information, prefer to request a paper check, or need to opt out of the filing altogether, then you will have to file your own application by September 15, 2025. To opt out, you must sign in to the ANC-1 application and select "No" on Line 5a.
If you do not receive an Anchor Benefit Confirmation Letter, you may file an Application for Property Tax Relief on your own.
We no longer send out mailers with ID/PIN information for identification purposes to file your application. Instead, all applicants filing online must verify their identity through ID.me while using our online web application.
New in 2025 — Single Combined Application for the Senior Freeze (Property Tax Reimbursement), ANCHOR, and Stay NJ Programs. We have made it easier for seniors and those receiving Social Security disability benefits in New Jersey to apply for Property Tax Relief with a new, simplified process. Our goal is to make the filing experience more straightforward and efficient with a single combined application (Form PAS-1). We will use the information in your PAS-1 to determine your eligibility and send a letter at the end of the year with the specific benefits you qualify for.
We will not automatically file the PAS-1 for taxpayers 65 or older, or those receiving Social Security disability benefits. You must file the PAS-1 application on your own — online or by paper. This includes senior residents who qualify only for the ANCHOR Program. You must file the PAS-1 to receive the ANCHOR benefit.
Filing Deadline: The deadline to file is October 31, 2025.

Have one of the following ready: driver's license, state ID, passport card, or passport. Additional documentation may be required. If so, you will need either two primary documents or one primary and two secondary documents from the provided list. We recommend you prepare these in advance.

Schedule III
If you answered "Yes" at line 5a of the PAS-1 form, you must complete Schedule III. You must complete the schedule even if you did not move out of this property (your main home) before December 31, 2024.
Schedule III of the PAS-1 booklets that are being mailed to applicants incorrectly indicates that you should only complete the schedule if you moved before December 31.
We will determine your eligibility for you and send a letter at the end of the year with the specific benefits you qualify for. The earlier you file, the sooner you will start receiving benefits.
