People with disabilities, like all people everywhere, should be able to choose “where” and “how” they live their lives. On June 22, 1999, the United States Supreme Court decided in Olmstead v. L.C. that unjustified segregation of persons with disabilities constitutes discrimination in violation of Title II of the Americans with Disabilities Act. Since this decision, New Jersey has come a long way to provide housing supports to individuals with disabilities, but there are still several ongoing challenges to finding appropriate housing. The Ombudsman outlined some of these issues and possible steps forward in his address at the 2024 Housing Conference organized by the Steve Sweeney Center for Public Policy at Rowan University. New Jersey Department of Human Services -- Division of Developmental Disabilities (DDD)
Housing subsidies funded through DDD are available to eligible individuals and distributed through the Supportive Housing Connection. Individuals who receive a DDD rental subsidy are required to contribute a certain amount of their income toward rent. The remaining rent amount is paid directly to the provider or landlord. Subsidy amounts are subject to State-determined maximums by county or zip code.

The Division provides housing supports through a variety of programs, including the Section 8 housing vouchers (federal) and the State Rental Assistance Program.
