New Jersey State Employee Ethics Training

Course Description

Executive branch employees are held to certain ethical standards. This one-hour training, covers the ethics rules and policies that are imperative to understand and uphold to ensure that public trust is maintained. The New Jersey State Ethics Commission (SEC) requires that all State employees in the Executive branch complete comprehensive ethics training every three calendar years. Completion of this online ethics training program satisfies the three-year training requirement.

Learning Objectives

After completion of the course, you will be able to:

  • Identify the reporting requirements and approval process for outside activities and employment
  • Identify prohibited types of contact and representation
  • Recall the exceptions to State agency prohibitions
  • Recognize what constitutes permissible charitable solicitation
  • Identify the restrictions and rules that apply to engaging in political activity
  • Recall the gifts “zero tolerance policy”
  • Distinguish the difference of tangible and intangible gifts
  • Recall the policy for proper disposition of gifts you may receive
  • Relate the rules for attendance at events and approval process
  • Distinguish the terms Interested and Non-Interested Party Sponsors
  • Recognize the requirement to file financial disclosure statements
  • Recall what recusal means and when it should be applied
  • Relate what constitutes incompatible financial and personal interests
  • Recognize what nepotism means
  • Distinguish what constitutes the misuse of one’s official position and State identification
  • Relate the casino restrictions and waiver process
  • Identify the restrictions on seeking future employment and post-State employment
  • Recognize the penalties for violations to the Ethics Code
  • Recognize when to contact your agency’s Ethics Liaison Officer (ELO)

Registration

Learning Management System Users:  Please login into your Learning Management System account and navigate to “Now Enrolling” from the “Browse” drop-down menu.  Select the training you wish to register for and click “Enroll.” This will initiate the required approval process.   

External participants, can click here to complete the HR-1 Training Authorization Form. Your direct supervisor, departmental training coordinator, and fiscal officer must approve the form. HR-1's received without proper approval will be returned to the Department's Training Coordinator.

Please note: You are not scheduled for the requested classroom training until you receive an official email confirmation from CLIP.
