The Initial Truth-in-Lending (TIL) Statement used to disclose the Down Payment Assistance Program (DPA) has been renamed the NJHMFA Down Payment Assistance Disclosure. This document is available for use now, but will be required for all loans originated on or after July 1, 2021. This change in name will not impact the timing requirements associated with DPA disclosure. Lenders are still required to use this document to disclose the DPA simultaneously with the initial Loan Estimate. The Final Truth-In-Lending (TIL) is still required to disclose the DPA simultaneously with the Final Loan Estimate (LE) and Closing Disclosure (CD) documents.
DPA Loans Originated Prior to July 1, 2021: If you have begun the transaction by issuing an Initial TIL you must continue to use this document throughout the lending process. These documents will continue to be available in the NJHMFA Lender Portal.
The Smart Start Program is the single NJHMFA DPA Program, available Statewide to eligible applicants. The Smart Start DPA does not require the signing of the Dodd-Frank disclosure.

Approved Participating Lender's staff shall complete all required NJHMFA training, and any training required by any Agency authorized designee and/or vendor, prior to being authorized to originate loans. The Participating Lender must send an email to SFLenders@njhmfa.gov to schedule training.
