Contracts

Because of the magniture of the project (estimated at $480 million) the New Jersey Department of Transportation (NJDOT) has determined that construction will be divided into five contracts (pdf 2.8m) which will require the development of multiple bid documents.

Contract 1

This portion of the project provided for the construction of the river piers and fender system for a new vertical lift bridge over the Hackensack River. The new bridge will be located approximately 200 feet north of the existing bridge.

Construction also included Pier 1E, 1W and 2W and the pier protection system on each side of the channel as well as a dolphin in front of Pier 2W. This system consists of 73-eight foot diameter drilled shafts that are anchored into rock. All the piers and the cap of the pier protection system are reinforced concrete.

The first contract was completed in December 2014.

Contract 2
Contract 2 was completed in January 2016. Construction of off-line portions of the new bridge over the Hackensack River on the Jersey City side are being done in Contract 2. The new vertical lift span will be constructed under Contract 3. During this contract there will be minimal traffic impacts as this portion of the bridge and ramps are off the existing alignment.

This contract includes:

  • the construction of Piers 2E, 3E, 4E, 6E, 7E and 8E,
  • the construction of the superstructure for Units 4, 5 and 6,
  • the base supports for Sign Structures Numbers 4, 5 and 6, and
  • the barrier gate and warning gate supports.

This contract also includes various utility relocations to accomodate the new bridge and roadway alignment.


Contract 3A

Contract 3A was awarded in May 2016 with anticipated completion in Fall 2018. Construction of pump station, surcharge, detention basin, pipe jacking and outfall on Kearny side will be done in Contract 3A. The new vertical lift span will be constructed under Contract 3.

The work covered under Contract 3A includes:

  • the surcharge for the Fish House Road abutments,
  • the pump station and basin,
  • the reconstruction of a portion of Fish House Road, and
  • pipe jacking under railroads.

Fish House Road and ramps to and from Fish House Road to Route 7 will be closed for two weekends.


Contract 3

This part of the project provides for the new vertical lift span over the Hackensack River. The new bridge is being constructed approximately 200 feet north of the existing bridge.

This contract includes the construction of the lift span towers on the piers constructed in Contract 1 and the Kearny approach. The lift span, counterweight, elevator and all mechanical and electrical systems will be completed so the span will be fully operational at the completion of the contract. The Control House and Machinery House are included in the lift span construction.

The work covered under Contract 3 includes:

  • the construction of off-line portion of the main lift span over the Hackensack River on the Kearny side,
  • the construction of piers 3W, 4W and 5W,
  • the construction of the superstructure for Unit 2 and 3,
  • the base supports for Sign Structures Number 3,
  • the barrier gate and warning gate support.

Contract 3 is under construction and is scheduled for completion in early 2018

Contract 4

Construction of the final bridge and approach roadway segments of the new veritical lift bridge over the Hackensack River and the improvements to the interchange at Fish House Road will be completed. New connection ramps to Newark Avenue and St. Paul's Avenue will be provided along with the demolition of the existing Wittpenn Bridge.

This contract includes:

  • the construction of piers 7W, 6W, 4E-1, FS1, FS2, C1-C7, A1, A2, FN1, FN2, JA1, E1 and E2,
  • the construction of the east and west abutments,
  • the Ramp to Newark Avenue abutment,
  • the Ramp A (Route 1&9T) abutment, and
  • the relocated Fish House Road northbound and southbound abutments.

The Vibro Concrete Columns (VCC) for the west approach, load transfer mat and lightweight fill are part of this contract. Walls 1-10 and Sign Structures 1-9 will also be completed. The Superstructure for Unit 1, Part of Unit 5 and Unit 7 on the Route 7 Mainline as well as the Superstructure for relocated Fish House Road northbound/Ramp A, relocated Fish House Road southbound/Ramp C, Ramp to Newark Avenue, Ramp A (Route 1&9T) will complete the construction of the new bridge. After traffic is fully transferred to the new bridge, the existing bridge will be removed. A portion of the substructure will be removed where the foundations are not shared with the Conrail Bridge. Existing Piers 9-21 and the east abutment will be removed to below the existing ground line. Final roadway construction will be included using various maintenance of traffic schemes to complete at grade Ramp B and D and complete transitions to the Route 7 Mainline, Fish House Road, Ramp A (Route 1&9T), Newark Avenue and Ramp P and Jughandle J. This contract also includes various utility relocations to accommodate the new bridge and roadway alignment.

Contract 4 was awarded in June 2017 with anticipated completion in late Fall 2022.
