Summer 2025 Cycle for Higher Education Capital Facilities Grant

The Office of the Secretary of Higher Education (OSHE) is responsible for the process to award a minimum of $250 million committed in the FY26 State Budget for higher education capital facilities. Grants to eligible New Jersey institutions of higher education will be funded from two of the revolving state-backed bond programs – the Higher Education Capital Improvement Fund (CIF) and the Higher Education Facilities Trust (HEFT) – formed to support higher education capital facilities projects. OSHE has determined that priority will be given to projects which address emergent “deferred maintenance” needs.

Eligibility and Guidelines

Eligible institutions include public and private colleges and universities in New Jersey that receive State aid. Projects must address capital needs such as renovations, new construction, infrastructure improvements, or deferred maintenance that supports student success and campus safety. Higher Education Capital Improvement Fund (CIF), $110 million: The purpose of CIF is to provide grants for the cost, or a portion of the cost, of the renewal, renovation, improvement, expansion, construction, and reconstruction of facilities and technology infrastructure. Institutions that may apply are four-year public and private institutions of higher education eligible to receive State aid.

Higher Education Facilities Trust Fund (HEFT), $140 million: The purpose of HEFT is to provide grants for the cost, or a portion of the cost, of the construction, reconstruction, development, extension, and improvement of instructional, laboratory, communication, and research facilities. Institutions that may apply are public and private institutions eligible to receive State aid, including county colleges.
