Question and Answer
For Current Technical Proposals


E-mail question(s) to the attention: Manager of Professional Services, Procurement. Specify "TP #192 question" in subject line.

Questions will be accepted up to question cut-off date noted in the technical proposal.

Technical Proposal


TP-193 & TP-194


Question 1: Section 2 – States the federal goal of 0% SBEs and in the solicitation, Section 3. Work Activities states “The NJDOT will determine the required DBE/ESBE participation and Trainee goals prior to the final submission.” With this being federally funded projects, won’t a DBE goal need to be met?

Answer 1: There are no goals for TP-193 and TP-194 due to the specialized nature of the work.

 

Question 2: Section 4—Team Commitment. The “Signature, Principal of Firm” and “Date” are crossed out in red on the form. The instructions do not indicate that this section is not required though.

 

Answer 2: This is a typo, a signature is required.


Question 3: Section 5/6—Project Manager qualifications. Both sections ask for a resume for the project manager. Should two separate resumes for this individual be included (one with extensive projects listed and one with up to five)? Or should one resume be included for both sections showing 5 years of experience with more than 5 projects?

Answer 3: Provide one resume for both sections.


Question 4: Page 4 of 6. At the top of the page is a place to write the Firm Name and then one for “Similar Project Size and Complexity.” Please explain what information is to be included in the “Similar Project Size and Complexity” space.

Answer 4: This space is for NJDOT use, and the similar size and complexity should be A-6 Aviation Services, not H1-A, B1- A and C6-B (these are not correct).


Question 5: Section 8 — Asks for subconsultants to be listed in an organization chart and page 3 of the solicitation state “Subconsultants that plan to participate in this solicitation must be cost basis approved by the NJDOT as of 10:00 AM on the closing date of this solicitation”, however the sentence above states “Only one (1) technical proposal submission is allowed per firm (no teams) unless otherwise noted on page 1 of this solicitation”. Should subconsultants be included in this submission? Do they need to be prequalified? Are subconsultants only allowed to be on one team?

Answer 5: The use of subconsultants is not required for TP-193 and TP-194 for goal purposes, however a subconsultant can be used if a prime deems it necessary for their team. Subconsultants do not have to be prequalified, however they must be Cost Basis Approved (CBA). CBA requirements are available on the Professional Services website. Subconsultants can be on various consultant teams.


Question 6: Section 9—Team Leader/Key Staff Qualifications.

    a. What qualifies as a degree in “aviation engineering?” Our proposed task leader has a bachelor’s and master’s degree in mechanical engineering, a PE in civil engineering and 15 years of civil aviation project experience. Does that qualify?

    Answer 6a: A BS in Engineering with Aviation experience is acceptable.

    b. Should we only submit one resume per category since it appears only the lead individual’s qualifications are reviewed?

    Answer 6b: Yes, only one resume per PM and/or Team Leaders.


Question 7: Section 10—Team Leader/Key Staff Similar Project Experience.

    a. The form asks for resumes listing five similar projects, but the next sentence says only the first 10 projects will be evaluated.

    Answer 7a: Five (5) projects are required. The ten (10) projects is a typo.

    b. The instructions for completing the form say to list 3 projects for each team leader and any further projects will not be evaluated. Which number is correct?

    Answer 7b: This is also five (5) projects.


Question 8: Should we submit a subconsultant NJ Business Registration Certification?

Answer 8: A BRC is not required at the time of technical proposal submission.


Question 9: Should a subconsultant be A-6 prequalified?

Answer 9: No, a subconsultant does not need to be prequalified, but must be Cost Basis Approved.


Question 10: What is the firm’s SBE goals, if any?

Answer 10: Due to the specialized nature of the work, there are no goals for TP-193 or TP-194.


Question 11: Are there other subconsultant forms we must submit along with our proposal?

Answer 11: No, but subconsultants must be Cost Basis Approved.


Question 12: 12. For Section 9 (Team Leader/Key Staff Qualifications) and Section 10 (Team Leader/Key Staff – Similar Project Experience), should we put this in the “Sample Resume” format included in the instructions?

Answer 12: Yes.


Question 13: If we are proposing the Project Manager as a Task Leader as well, can we use the same projects experience as long as it meets the PM/Task Leader requirements?

Answer 13: Yes, the PM can also be a Team Leader and use the same projects.


Question 14: What is the percentage goals to meet for SBE/DBE?

Answer 14: There are no goals for TP-193 and TP-194 due to the specialized nature of the work.


Question 15: In addition to the 3 Primary Tasks in the Term Agreement, can we submit additional resumes of our proposed team?

Answer 15: No, only the PM and Team Leaders resumes will be evaluated.


Question 16: For Section 5, do we write the project titles under column “Qualifications” that meet the requirements?

Answer 16: No, all qualifications and experience must be included in your resume.


Question 17: Do we submit the information in the “Sample Resume” template for the Project Manager for both project specific qualifications and project management experience on similar projects? Or are they 2 different formats to be submitted?

Answer 17: Yes, resumes must be in the sample resume format. Only one resume per PM or Team Leader is required.

 

Question 18: For the position Construction Inspector, our Task Leader has NICET IV Certification. Is this acceptable?

 

Answer 18: Yes.

 

Question 19: Certified Firm Utilization:

 

Is this a separate document we should fill out, or do we input in Section 2 the following:

 

(Firm Name – Discipline Qualified)

 

Answer 19: Sub-consultants that are used to meet the goal can just be listed in this section.

 

Question 20: Can one individual be a Task Leader for more than one primary task (i.e., both Aeronautics – Supervising Design Engineer and Aeronautics – Supervising Construction Engineer) for Solicitation #193? 

 

Answer 20: Yes.
